AN ORDINANCE Be it ordained by the council of the village of Towanda. Regulating traffic, parking and operation of vehicles upon the public streets and alleys; establishing certain rules for driving and parking a motor vehicle, and making general provisions for the use of the public streets and alleys in the village of Towanda, Illinois, and providing penalties for the violation of this ordinance. Section 1 ENFORCEMENT: MAYOR -- The Mayor of the village of Towanda and the Police Department of the said village shall enforce the provisions of this ordinance end hereby are authorized, empowered and ordered to exercise all powers and duties in relation to the management of street traffic, and to control, stop, restrict and regulate, and when necessary temporarily to divert or exclude in the interest of public health, safety and convenience, the movement of pedestrians and animal and vehicular traffic of every kind in the streets, alleys, parks and other public places in said village. Rules for Driving Section 2 CARS REQUIRED-- Every driver operating a vehicle on a street shall drive the same in a careful and prudent manner, and at a rate of speed that will not endanger the property of another, or the life or limb of any person, and at all times shall have the vehicle under control. Section 3
OBEDIENCE TO POLICE -- Officers of the Police Department hereby are authorized to direct all traffic in accordance to the provisions of this ordinance, or in emergencies as public safety or convenience may require. Drivers of vehicles at all times shall comply with any direction of any member of the Police Department and it shall be unlawful for any person to fail or refuse to comply with any such lawful order, signal or direction. Except in case of emergency it shall be unlawful for any person unauthorized by the Mayor or Chief of Police to direct or attempt to direct traffic. Section 4 OBEDIENCE TO TRAFFIC SIGNS AND SIGNALS -- It shall be unlawful for any driver to disregard the instructions of any traffic sign or signal placed in accordance with the provisions of this ordinance, except as otherwise herein provided. Section 5 MANNER OF DRIVING -- All vehicles shall keep to the right side of the center of the street, and on all streets divided longitudinally by
a parkway, walk, street railway, sunken way or other division, vehicles shall keep to the right of such division. Vehicles turning to the left into another street shall give the right of way over vehicles traveling on the street into which the vehicle is turning. Vehicles turning to the right from one street into another shall have the right of way over vehicles traveling on the street into which the vehicle is turning. All vehicles passing along streets shall have the right of way over vehicles exiting from alleys. Vehicles of the POLICE Department and FIRE Department and Ambulances shall have the right of way in any street, and through any procession, and it shall be unlawful for any person to obstruct the passage of such vehicles. Section 6 TURNING AT CORNERs -- TURNING AROUND -- The operator of any vehicle intending to turn to the left at an intersection shall approach the point of turning in the traffic lane nearest the center of the road way. The operator of any vehicle intending to turn to the right shall approach the point of turning in the traffic lane nearest the right hand edge of the curb of the roadway. Section 7 TURNING AT CENTRAL TRAFFIC SIGNALS -- A vehicle passing around an iron sign, oval (musharoon), lamp post or other form of centralized obstruction where such obstruction is at or near the central point of the intersection, shall keep to the right of such obstruction. Section 8 Vehicles meeting shall pass each other to the right. A vehicle overtaking another shall pass on the left side of the overtaken vehicle, and shall not pull over to the right until entirely clear of it. A vehicle, except when passing a vehicle ahead, shall keep as near to the right hand as practicable. Vehicles turning so the left at any intersection street shall pass to the right of and beyond the center of the street intersection before turning. Every driver shall pull to the right side of the street or road when signaled from a vehicle behind desiring to pass. The driver of a parked vehicle about to start, shall give moving vehicles the right of way and shall give a timely end visible warning in sane unmistakable manner before starting. Whenever at turns or bends in the street a line is marked longitudinally with the street in about the center thereof, it shall be the duty of drivers in traversing said turn or bend to keep to the right of said line so marked.

ALLEYS -- EMERGING FROM AND ENTERING -- No vehicle shall emerge from any alley, stable or garage and enter into a street without first stopping at the near side of the side of the sidewalk line and then proceeding not faster than four miles an hour. Under no circumstance, will vehicles he allowed to use alley entrances or alleys as parking places except for the purpose of unloading. Section 10
EXHAUST -- SMOKE -- N0ISE -- NO person operating a vehicle shall permit the motor of the same to emit an unduly great amount of smoke or products of combustion. No vehicle shall be operated with the "cut out" open. No person shall cause a motorcycle, automobile or motor truck to back-fire. Section 11
LEFT TURNS -- Authority to prohibit -- The Mayor hereby is authorized, directed and empowered to prohibit turns to the left by all vehicles at intersections within the limits of said village where the same may be required by public safety and convenience, and for the purpose may erect proper and suitable signs at such intersections. When such signs have been erected at any intersections ,it shall be unlawful for any vehicle to turn to the left in contravention of said signs. Section 12 SIGNALING INTENTION TO STOP, ETC. -- The operator of a vehicle shall before stopping, turning or changing the course of such vehicle, first see that there is sufficient space to make such movement, and shall signal his intentions with outstretched arm or otherwise to those following closely in the rear. Section 13 PROCESSION -- DRIVING THROUGH -- No vehicle shall be driven or moved so as to pass through into or interfere with any civic, military or funeral procession, except at the direction of the traffic officer". Section 14 APPROACH OF FIRE APPARATUS -- FOLLOWING PROHIBITED -- DRIVING OVER THE HOSE -- Upon sounding of the street siren or the gongs and warning devices used upon the fire apparatus, drivers shall draw their vehicles as near the right curb as is reasonably possible and shall remain standing until such apparatus has passed. It shall be unlawful for any driver, other than on official business, to follow any fire apparatus responding to a fire alarm, closer than one block or to park any vehicle within the block where fire apparatus has stopped to answer a fire alarm. It shall be unlawful for any vehicle to drive over any unprotected hose of the fire department without the consent of the Fire Marshal or assistant in command.
Section 15 SPEED -- No person shell drive a motor vehicle or motor bicycle upon any street or state highway within the village of Towanda at a speed greater than is reasonable and proper having regard to the traffic and the use of the way, or so as to endanger the life or limb or injure the property of any person. It shall be unlawful to operate any motor vehicle or motor bicycle upon any of said streets where the same pass through the closely built-up business portions of said village at a rate of speed greater than fifteen (15) miles per hour or upon any of said streets outside the closely built-up business portion and the residence portion of said village at greater rate of speed than twenty (20) miles per hour, or upon said streets, around the corner in any such street where the operator's view of the road traffic is obstructed, at a rate of speed greater than eight (8) miles per hour. Or driving a car while intoxicated. Section 16 STREECT MARKINGS FOR PARKING � AUTHORITY OF MAYOR -- The Mayor is hereby authorized to mark or cause to be marked such streets as he shall deem necessary with white or colored lines or the markings indicating the spaces in which vehicles may park. In placing such markings the Mayor shall be guided and governed by the location, amount of traffic, the use of the street and all other traffic conditions and he shall follow the terms of the ordinance as to parallel and angle parking, He may limit the parking of cars so as to obtain the best and safest use from the streets and sidewalks of the village for its citizens. The mayor may cause said markings to be changed from time to time. If in any block where said markings appear it shall be unlawful for any person to park a vehicle or any part of a vehicle in said block outside the space indicated for parking by said markings. It shall be unlawful for any vehicle or motor bicycle to park closer than seven ( 7 ) feet at any fire hydrant in the village of Towanda. It shall be unlawful for any truck to park upon Main street after the hour of five o'clock in the afternoon on Saturdays and Wednesdays, except by special permission from the Mayor or Village police. No vehicle shall be parked nor be allowed to remain for a longer time than is necessary to take on or unload passengers, whether or not said vehicle is occupied, in front of any building regularly used as a theatre, vaudeville house or motion picture house, from the hour of one o'clock in the afternoon on each day until twelve o'clock midnight. Section 17 SIDEWALKS -- NOT be driven or allowed village of Towanda. TO BE DRIVEN ON -- No vehicle shall to be driven upon any sidewalk in the Section 18 THROWING GLASS UPON THE STREETS PROHIBITED -- No person shall
throw, cast, lay or place on any street any g l a s s , bottles, window glass or other articles made of or containing glass. In case of an accident causing the breaking of any glass or articles containing glass upon any such street, the owner or person in charge thereof, or the person responsible for such breakage, shall at once remove or cause the same to be removed from the street. Section 19 PENALTY -- Any person, firm or corporation violating any provision of this ordinance, where no penalty is prescribed, shall be fined in a sum not to exceed TWO HUNDRED DOLLARS ($200.00) for each offense* Section 20 REPEAL -- V0ID PARTS -- All ordinances or parts of ordinances in conflict herewith hereby are repealed. The invalidity of any section or any part of any section of this ordinance shall not affect the validity of the remainder of said section or the remainder of this ordinance, it being the intention of the Village Council of the said Village to enact as a law each separate provision herein regardless of its relationship to any or all provisions, and regardless of the invalidity of any other provisions. Section 21 WHEN ORDINANCE EFFECTIVE -- This ordinance shall be in full force and effect from and after its passage, approval and publication, according to law. (SEAL)
