White base glaze on a jiggered porcelain plate. The rim is glazed pastel green. On the outer edge of the rim, a gold stripe runs around the dish. On the inner edge of the rim, also in gold, a border of a repeating curvilinear design. On the rim, between the borders, a repeating pattern of flowers leaves and vines. In the center of the plate, a large, silkscreened image of FDR in shades of brown. His name is silkscreened in small letters at the bottom of the image. In gold, two marks. The bottom reads WARRANTED/22 KARAT GOLD. The other is a mark of two concentric circles and a banner over the top. In the banner are the words A CAPSCO PRODUCT. Between the two circles, the words CAPITOL SOVENIR CO. INC / WASHINGTON D.C. In the center of the inner circle, an image of the U.S. Capitol Building.
