A six sided plate with scalloped sides and a scalloped design molded into the edge of the rim. The base glaze is white, and the design is red. Around the outer edge of the design is a chain, which follows the pattern of the edge. Also in a rim around the edge is a pattern of oak leaves and acrons, and another leaf which I believe to be laurel. At the top of the rim, framed, is a picture of King George VI and Queen Elizabeth. On the bottom of the rim, also framed, is a picture of FDR. In the center of the plate is an image of the Capitol Building. Around the image, just inside the rim, are the words: TO COMMEMORATE THE VISIT OF THEIR MAJESTIES KING GEORGE VI & QUEEN ELIZABETH TO THE UNITED STATES OF AMERICA JUNE 1939. On the front, in small leters, to the right of FDR, are the letters W.S.W. On the back, a mark which reads: MASON'S / PATENT IRONSTONE / CHINA / ENGLAND / EST. 1780. There is a crown in the design. On the bottom right side of the image of the Capitol Building is the name H. Fennell. Made in England.
