URING 2006, FIVE METROPOLITAN EAST ST. LOUIS FACILITIES
received 16.1 percent of solid wastes landfilled statewide.
The amount disposed in 2006 decreased by 2.1 percent from
the previous year. More than 8.8 million gate cubic yards of wastes
were landfilled in the Metropolitan East St. Louis area in 2006.
Figures differed by 185,940 gate cubic yards from year to year.
Three landfills rank in top 10 for waste receipts
Roxana Landfill Inc. also had the distinction of ranking third in the
state in quantities of all the municipal waste disposed during 2006.
Milam RDF ranked sixth. Cottonwood Hills RDF, Marissa, ranked
tenth. These three landfills accepted 15.5 percent of the waste that
was landfilled in the State.
The region is now tied with the West Central Illinois Region for the
fewest number of landfills located in any region in the State (five).
Landfill capacity increase matched state average of 4.5
percent
On Jan. 1, 2007, Region Six’s five landfills reported capacity
increases of almost 6.7 million gate cubic yards, or up 4.5 percent
from the previous year. Landfill operators in the region reported 18
years of capacity remaining for waste disposal.
The almost 96.3 million gate cubic yards of capacity reported by
third-ranked Cottonwood Hills RDF, Marissa, on Jan. 1, 2007 is
61.5 percent of the landfill capacity available in the region. Roxana
Landfill’s 39.2 million gate cubic yards of capacity came in ninth on
the list. Together, they encompass 13 percent of the available
capacity in the state.
In a year that brought an increase in the State’s landfill capacity of
4.5 percent, two of seven Illinois EPA regions reported capacity
increases matching 4.5 percent. Metropolitan East St. Louis was one
of these regions, as well as Peoria/Quad Cities region. However, the
capacity for the Northwestern Illinois region rose the most at 25.6
percent. Part of that increase is accounted for by Lee County
Landfill, Dixon, receiving approval for both a vertical and
horizontal expansion on June 8, 2006.
BFI Modern Landfill Compost Facility Site #2 is State’s
largest
The top compost site accepting grass, leaves and brush in Illinois is
located in Belleville. Number two ranked Thelen Sand and Gravel
accepted just 26,815 tons less than BFI Modern Landfill’s compost
site, which accepted a total of 94,391 tons in 2006.
Five transfer stations in Madison and Randolph counties consolidate
locally collected waste for efficient shipment to landfills. Some
transfer station operators separate and remove recyclables from the
municipal waste stream. Transfer stations handling only landscape
waste, with transfer in less than 24 hours, are included in the list of
Agency permitted sites.

Expansion permits are approved at two landfills
The Illinois EPA approved on Jan. 26, 2004 at the Milam RDF, East
St. Louis, its Phase IV Northeast expansion; and Phase V Northwest
area changes received approval on Jan. 5, 2005. Phase V North was
approved on Apr. 19, 2006. Phase 5 (3.9 ac.) and Phase 4A (0.6 ac.)
was approved on Feb. 15, 2006.
On June 6, 2005, at Roxana Landfill Authority, Roxana, a 99.49
acre horizontal and a 20.5 million cubic yards airspace vertical
expansion received Illinois EPA approval. Additionally, Cells 2A
and 3A (10 ac.) were approved on May 18, 2006. Cells 2B and 3B
(4.5 ac.) were approved on Jan. 31, 2007.
Construction of new cells permitted at all five landfills
All five landfills applied for and received permits to construct new
cells or areas during 2004 to early 2006. More details about all these
developments are found below and on the landfill specification
pages that follow this regional overview.
Granite City’s landfill closed in 2004
South Chain of Rocks RDF, Granite City, ceased accepting waste on
July 23, 2004, and closure certification was approved by the
Agency’s Bureau of Land Permit Section on June 22, 2005.

Almost 57 percent of wastes disposed came from four
other states
Of the more than 8.8 million gate cubic yards of waste accepted,
more than five million gate cubic yards originated outside Illinois.
Region 6 sites received 56.7 percent of its waste from these four
states: Arkansas, Kansas, Kentucky and Missouri.
Four landfills accepting waste from other states and its out-of-state
percentage follow: Cottonwood Hills (81 percent); Milam RDF (57
percent), Roxana Landfill Inc. (49 percent) and Bond County
Landfill (less than one percent). Salem Municipal Landfill #2 was
the only active facility in the region that did not accept out-of-state
waste.
Madison and St. Clair counties also conduct inspections
The Illinois EPA have delegated inspection authority to the Madison
County Planning and Development Department and the St. Clair
County Health Department for the past twenty years.
Delegation agreements authorize these agencies to conduct many of
the duties that would otherwise be performed by the Illinois EPA’s
Collinsville field office: investigating and reporting suspected
violations of land pollution laws and reports of open dumping, and
inspecting landfills, transfer stations and compost facilities
permitted by the Agency’s Bureau of Land.
St. Clair County has two active landfills and two compost sites.
Madison County has one landfill and one compost site. Of the two
counties, only Madison County has transfer stations (four).
Randolph County Transfer Station, Sparta is number one
Randolph County Transfer Station, Sparta, reported accepting
23,699 tons for transfer.
Three of the five transfer stations in Region Six reported that 23,969
tons were transferred during 2006.

BFI Modern Landfill Compost Facility Site #2 is State’s
largest; Milam RDF #2 ranks fourth
Belleville’s only compost facility accepted 94,391 tons of landscape
waste in 2006. Milam RDF #2, the region’s second largest compost
site also ranked in the State’s top 10, reaching the fourth slot, by
accepting 33,789 tons of grass, leaves and brush for composting.
The region’s six compost facilities processed 138,184 gate tons of
landscape waste in 2006. This 2006 figure was only 104,246 tons
less than that composted in the Chicago Metropolitan area which
handled 242,430 tons of grass, leaves and brush at 16 locations.
Centralia Landscape and Waste Recycling, Centralia, closed on
Nov. 5, 2004, and was certified closed on Jan. 11, 2005. A new
compost site opened at the active landfill near Marissa in 2005.
Municipal Waste
Management Plans
The Solid Waste Planning and
Recycling Act requires all Illinois
counties and the City of Chicago to
develop, adopt and implement 20-year
municipal waste management plans.
Plans include programs and
recommendations to achieve solid
waste management goals, which
typically include waste reduction,
recycling, incineration and landfilling as
program options.
The law requires each plan to include a
program designed to recycle 15
percent of municipal waste by the end
of the third year of the program and 25
percent of municipal waste by the end
of the fifth year, depending upon the
availability of markets.
Every five years, each plan must
identify changes in planning areas,
evaluate progress in plan
implementation and, if necessary,
revise plan recommendations and
goals. The government unit also has
the option of updating its solid waste
generation rate. The plan is then
submitted to the Illinois EPA for review
and comment.
Five year plan updates have been
adopted by all the Region Six counties.
Bond, Clinton, Madison, Marion,
Monroe, Randolph, St. Clair and
Washington counties have also
completed ten year plan updates.
Madison and Monroe counties also
have completed their 15 year plan
updates.

Multiple year recycling rates average 29.5 percent
Each year, the Illinois EPA seeks recycling and waste generation
data from county recycling coordinators. Five of the nine counties in
the region voluntarily responded to the recycling survey in 2006, a
55.5 percent response rate.
Recycling rates in Region Six ranged from 2.1 percent to 35.2
percent. The regional average recycling rate was 29.5 percent.
