W ASTE LANDFILLED IN WEST CENTRAL ILLINOIS (REGION
Five) during 2006 amounted to only 3.5 percent of the
state’s total, the lowest in the state. The Region is tied with
Metropolitan East St. Louis region for the fewest landfills located in
any region: five. Nevertheless, the five landfills are doing fine at
serving their purposes locally, according to environmental
inspectors.
Trucks arriving at a landfill are inspected for prohibited
nonhazardous wastes and for hazardous wastes that Illinois bans
from landfilling including: bulk liquids, landscape wastes, lead acid
batteries, potentially infectious medical waste, used motor oil, white
good components and whole used tires. Loads are weighed and
details about them are recorded. They are then taken to the exposed
portion of the active cell, which is known as the working face.
Region Five’s five active landfills accepted more than 1.9 million
gate cubic yards of waste during 2006. This volume differed from
2005’s total waste landfilled by accepting 275,236 less gate cubic
yards. This figure amounts to a 12.6 percent decline, which was the
most for any region in the State.
Landfill life exceeds statewide average
As a region, West Central Illinois has the third most landfill life
remaining: 26 years; Southern Illinois (Region 7) at 47 years and
Peoria/Quad Cities (Region Three) at 42 years have more years of
landfill life remaining. On the low end, Chicago Metropolitan Area
(Region 2) has eight years remaining. The whole state has 19 years
of landfill capacity left.
Capacity declined in four regions (Chicago Metropolitan, East and
West Central Illinois and Southern Illinois) as of Jan. 1, 2007. The
West Central Illinois region’s capacity declined by 2.6 million gate
cubic yards as reported on Jan. 1, 2007.
The West Central Illinois region’s five percent decline in landfill
capacity was next to lowest of all. Only East Central Illinois had a
larger decline, and that decline was only about one percentage point
higher.
Jerseyville’s landfill is temporarily closed
On April 28, 2006, the RCS Landfill Inc., Jerseyville, chose
inactivity for business reasons. Intermediate cover meant seed and
strawing was applied by June 1, 2006, according to the certified
operator. This landfill temporarily closed with 2.7 million gate cubic
yards of capacity remaining. This landfill will continue to report
capacity to Illinois EPA each January 1st, until it re-opens or closes
permanently. A plan for temporary suspension of waste acceptance
was approved by Illinois EPA.
In the area, RCS Landfill Inc.’s owner, Allied Waste of North
America, also owns Sangamon Valley Landfill, Springfield; Bond
County Landfill, Greenville, and Envotech-Illinois LLC, Litchfield.
The company also owns Roxana Landfill Inc., Roxana, in Region 6.

New cells open at three other landfills
Landfills are divided into sections called phases or cells, which are
developed as needed, filled systematically so that specific loads of
waste can be located weeks or months later and covered with soil or
other materials to prevent the spread of odors and problems with
vermin.
On Jan. 16, 2004, Pike County Landfill received a permit to operate
Phases 10 and 11A, 5.2 acres of their permitted disposal area. This
same landfill operator obtained a significant modification to operate
permit for Phase 10B on May 17, 2007. On Jan. 25, 2005, RCS Inc.
Landfill, Jerseyville, opened Cell #2 and Cell #3A, adding 3.5 acres
to their operating disposal area. Within a year though, the operators
ceased accepting waste at this landfill and transferred its staff
members to the Roxana Landfill that they also own.
Three counties have delegation agreements
The Illinois EPA has delegated inspection authority to the Christian
County Solid Waste Management Department, Montgomery County
Coordinated Services Office and Sangamon County Department of
Public Health.
Delegation agreements authorize these agencies to conduct many of
the duties that would otherwise have to be performed by the Illinois
EPA’s Springfield field office: investigating and reporting suspected
violations of land pollution laws and reports of open dumping, and
inspecting landfills, transfer stations and compost facilities
permitted by the Agency’s Bureau of Land.
(Inspections also include nonhazardous industrial waste landfills, or
monofills, and landfills that closed prior to 2004; facilities not
included in this report.)
All three of the counties mentioned above have one active landfill
each. Sangamon County has one active transfer station and one
active compost facility.

Transfer station activity is largely from Springfield
Only one of Region Five’s three transfer stations voluntarily
reported accepting municipal waste during 2006. This figure of
108,334 tons of transferred waste reported in the region tells only
part of the story.
Evans Recycling Inc., Springfield, has been opened since Dec. 20,
2005, when it received its permit from Illinois EPA. Logan
County’s transfer station is inactive.

One compost site in the region manages landscape waste
The figure of 127 gate tons of landscape wastes (an amount less
than one percent of regional wastes landfilled) were processed in
2006 through the region’s only permitted compost site. Dirksen
Parkway Compost Facility manages landscape waste generated from
lawn care activities at the State Capitol complex in Springfield. The
site’s permit was renewed on Sept. 8, 2005.

Municipal Waste
Management Plans
The Solid Waste Planning and Recycling
Act requires all Illinois counties and the
City of Chicago to develop, adopt and
implement 20-year municipal waste
management plans.
Plans include programs and
recommendations to achieve solid waste
management goals, which typically
include waste reduction, recycling,
incineration and landfilling as program
options.
The law requires each plan to include a
program designed to recycle 15 percent
of municipal waste by the end of the third
year of the program and 25 percent of
municipal waste by the end of the fifth
year, depending upon the availability of
markets.
Every five years, each plan must identify
changes in planning areas, evaluate
progress in plan implementation and, if
necessary, revise plan recommendations
and goals. The government unit also has
the option of updating its solid waste
generation rate. The plan is then
submitted to the Illinois EPA for review
and comment.
Five year plan updates have been
adopted by Brown, Calhoun, Cass,
Christian, Greene, Logan, Macoupin,
Mason, Menard, Montgomery, Morgan,
Pike, Sangamon, Schuyler and Scott
counties.
Additionally, Calhoun, Christian, Jersey,
Logan, Menard, Morgan and Sangamon
counties completed their ten year plan
updates. Sangamon County also
completed its 15 year plan update.

Multiple year recycling rates average 31.6 percent
Each year, Illinois EPA attempts to seek recycling and waste
generation data from county recycling coordinators.
Four recycling coordinators (of 17 counties) in Region Five
provided new data for 2006, a 23.5 percent response rate.
The multi-year average for the entire region, which includes
recycling data from 1993 to 2006, is 31.6 percent.
