Region Two: Chicago Metropolitan
A landfill flare is more than just a pipe stuck into the ground. This flare shows the electrical
equipment, condensate tank, instrumentation and secondary fuel needed to properly operate.
This equipment insures the gas undergoes combustion, with minimal impacts to the
environment.

T HE VOLUME OF SOLID WASTE BURIED IN REGION TWO IN 2006
increased by 6.7 percent from the previous year. The
region’s landfills received almost 12.4 million gate cubic
yards of waste (about 3.7 million gate tons) — which amounted to
22.5 percent of all waste landfilled in Illinois that year.
Significantly, 27 percent (more than 3.3 million cubic yards) of
waste accepted locally was deposited in one landfill: Settler’s Hill
Recycling and Disposal Facility (RDF), Batavia, ranked fourth in
waste received. Settler’s Hill RDF moved up three spaces to
facilitate its closure by the end of December 2006. The next two
most active landfills each accepted between 2.4 and 2.6 million gate
cubic yards of waste for disposal in 2006. These landfills in the
region rank 8th and 9th in terms of waste received in 2006.
Sixty (60) percent of the region’s capacity available is located at
Prairie View RDF, which ranked sixth in the State, in terms of
available capacity. However, waste receipts at this site are limited to
coming from Will County.
For the region, eight years of capacity remain, based upon current
waste disposal rates. This is the least of all the regions. The others
ranged between 16 and 47 years, for an average of 19 years.
On Jan. 1, 2007, the Chicago Metropolitan Region capacity figure
of 103.7 million gate cubic yards had decreased 3.9 percent. The
capacity reported was down 4.2 million gate cubic yards from the
previous year.
The region has faced several landfill closures in the past two years.
Kankakee RDF, Chebanse, ceased accepting waste on Nov. 18,
2005 and closure activities were completed on Oct. 20, 2006. The
site was certified closed on Apr. 2, 2007.
Two more landfills plan to close in 2007 or 2008. CID RDF
(Calumet City/Chicago) is near closure. Congress Development
Company, Hillside, is near closure unless Allied Waste
Transportation decides differently. The new operator will report to
Illinois EPA for the first time on Jan. 1, 2008.

Mayor Daley Opens New
Permanent Household Chemical
and Computer Recycling Center
Mayor Richard M. Daley was at the opening of
the City of Chicago’s first permanent Household
Chemical and Computer Recycling Center. The
$3.8 million 24,000 square foot facility, located
at 1150 N. North Branch St. on Goose Island,
will accept computers for recycling and will
allow for the safe disposal or recycling of
household hazardous chemicals.
The facility accepts the following materials for
recycling or safe disposal: antifreeze, used
motor oil, old gasoline, oil-based paints, paint
thinners, aerosol paints, herbicides,
insecticides, pesticides, lawn chemicals,
solvents, drain cleaners, cleaning products, pool
chemicals, hobby chemicals, mercury,
fluorescent lamps and bulbs, computers and
cell phones.
These materials are accepted during the
facility's hours of operation: Tuesdays from 7
a.m. to noon; Thursdays from 2 p.m. to 7 p.m.;
and the first Saturday of every month from
8 a.m. to 3 p.m.

Chicago’s Solid Waste Management Plan and Updates
The City of Chicago adopted a solid waste management plan in
1992 that established a four point waste management strategy
including: source reduction; recycling, reuse and composting;
combustion with energy recovery; and disposal in landfill facilities.
They recognize that not all waste can be eliminated; recycling and
composting have environmental impacts; combustion has attractive
features but its resultant ash may require special disposal. In its first
five year plan update, the City had eliminated combustion as a
preferred method of waste disposal.
In 1995, the city implemented a bold program for recycling by
co-collection of recyclables with waste and processing at three
Material Recovery and Recycling Facilities (MRRF’s) (pp. R2.19,
R2.56 and R2.61).
The city conducts two household hazardous waste and tire
collection days along with an electronic collection day. The Mayor’s
Office for Green Technologies investigates additional energy saving
and recycling initiatives. Other departments involved in waste
management are the Department of Environment; Department of
Purchases and Contracts that oversees vendor use of recycled
products; Department of Transportation uses re-ground asphalt in
road beds; and General Services installs energy-saving light fixtures
in city buildings.
The City Council committee on Energy, Environmental Protection
and Public Utilities monitors programs and produces legislative
initiatives to accomplish the goals of the City’s plan.
The city is examining new initiatives including brightly colored
stickers on garbage bags containing recyclables, blue shopping bags
provided by Dominicks and Walgreens, neighborhood recycling
grants, and equipment and procedures that could improve both the
blue bag recycling program and assist the city in the event of
another strike by commercial waste haulers, such as the one that
occurred in October, 2003.
Citizens are encouraged to phone the City of Chicago’s recycling
hot line with questions or comments about all areas of waste
disposal and recycling.
The City’s fifteen year plan update was completed in March 2006.
More initiatives that reduce, reuse and recycle waste will be aimed
at improving and expanding current programs. One goal is to
establish a permanent household hazardous waste collection site and
electronics recycling drop-off program, that help create skilled jobs
promoting the City’s local economy.

Illinois EPA issued operating
permit for Will County
Landfill on Jan. 16, 2004
Facility is located within the former Joliet
Army Ammunition Plant property
Former Illinois EPA Director Renee
Cipriano announced that the Agency
had issued a landfill operating permit
on Jan. 16, 2004 to Prairie View
Recycling and Disposal Facility, which
is owned by Will County and will be
operated by Waste Management of
Illinois Inc.
The landfill is situated on an
approximately 455-acre parcel within
the former Joliet Army Ammunition
Plant property, near Wilmington. The
approved plans will allow the landfill to
accept municipal waste and
nonhazardous special waste for
disposal and will have a waste
“footprint” of approximately 223 acres,
with a total waste volume of over 30
million cubic yards.
The site has authorization to operate in
Phases I, II and III West. The design of
this facility should allow it to operate for
23 years. Proper closure and long-term
monitoring requirements are also
incorporated into the permit conditions.
The Illinois EPA DesPlaines Regional
Office inspects the site for compliance
with its permit and the regulations.
The Joliet Arsenal produced explosives
and munitions for the Army, and was a
major employer in the area during
World War II and the Korean and
Vietnam conflicts.
The landfill is mandated by the federal
government to accept nonhazardous
waste from the former Arsenal at no
charge from the properties owned by
the Army, Veteran’s Cemetery and the
Midewin National Tallgrass Prairie.

Three landfills open new cells in 2006
The region’s newest landfill, Prairie View RDF, Wilmington was
approved to operate on Jan. 16, 2004. More recently, Phase 3 West
(9.5 acres) was approved in the fall of 2006 at that landfill.
New cells also opened in 2006 in Lake County’s two sites:
Countryside Landfill, Grayslake, (five acres, Subcell 5B) on May
10, 2006; and at Veolia ES Zion Landfill Site 2 Expansion—Cell
8B (12.7 acres) on Mar. 16, 2006.
Solid waste transfer stations vital to Region Two
Region Two is home to 74 of the state’s 107 active transfer stations.
Cook County has 52 (that figure includes 16 sites in the City of
Chicago); Lake County has seven; Will County has six; Kane
County has three; Kankakee and DuPage counties have two each;
and McHenry County has one.
The region’s transfer stations are noted in the fold-out map on page
R2.0, and in the table on pages R2.5 and R2.6. Some of Region
Two’s transfer stations handled more waste than the state’s busiest
landfills. Chicago area transfer stations voluntarily reported more
than 7.7 million tons of waste transferred. We know they are active
because field staff inspect their operations regularly.
Six transfer stations permitted to open: 2004, 2005 and
2006
Three sites opened in May, July and December 2004
Land & Lakes/Wheeling LSW Transfer Station opened in Deerfield
in May 2004. Marengo Disposal Company (MDC) opened a
landscape waste (LSW) transfer facility at the Meyer Material
Company property in McHenry on July 29, 2004. Star Disposal
LSW Transfer Station, Park Ridge, opened on Dec. 13, 2004.
Two sites opened in late 2005
Veolia ES Solid Waste Midwest LLC/Batavia Transfer Station
opened on Dec. 15, 2005. Eco Materials/Waukegan LSW Transfer
Station opened on Oct. 24, 2005. Robbins Recycling and Transfer
did not open yet, due to business concerns.
New site opens in July 2006
The opening day for Prairie Lake Recycling and Transfer Facility,
Matteson, was July 7, 2006.
New sites open during first half of 2007
Bluff City Transfer Station, Elgin, began accepting waste on Jan. 8,
2007. Greenwood Transfer Facility, Maywood, opened on June 20,
2007. Recycling Systems Inc., Chicago, was also permitted in 2007.

inspection authority to the following

Delegation agreements authorize these
agencies to conduct many of the duties
that would otherwise have to be
performed by the Illinois EPA DesPlaines
field office: investigating and reporting
suspected violations of land pollution
laws and regulations and reports of open
dumping, and inspecting landfills,
transfer stations and compost facilities
permitted by the Agency’s Bureau of
Land. (Inspections also include
nonhazardous industrial waste landfills,
or monofills, and landfills that closed
prior to 2004; facilities not included in this
report.)
DuPage County inspects two transfer
stations. Lake County inspects two active
landfills, seven transfer stations, and five
compost facilities. McHenry County
inspects one transfer station and two
compost facilities. Will County inspects
two active landfills, six active transfer
stations, and three compost facilities.
Chicago Department of Environment is
responsible for inspecting 16 transfer
stations.
The Agency’s Des Plaines office inspects
the hazardous waste landfill CID RDF,
Calumet City, and landfills, transfer
stations and compost sites in Cook,
Grundy, Kane, Kankakee and Kendall
counties and sites owned/operated by
the city of Chicago and Will County.

Fifty-one percent of the State’s landscape waste is
composted in Region 2
The tonnage accepted by compost sites in Chicago Metropolitan
Region, 242,430 tons, is equivalent to 51 percent of total landscape
waste composted in the State at all permitted compost facilities.
Seven of the Region’s compost sites show up in the top ten ranking
of all of the State’s compost facilities. Thelen Sand and Gravel #1,
Antioch, was second; Harbor View Compost Facility, Chicago, was
third; Land & Lakes/Willow Ranch, Romeoville, was fifth; Green
Organics Inc., Bristol, was seventh; Joyce Farms Recycling Inc.,
Essex, was eighth. Christiansen Farms, Peotone, was ninth and
Willow Ranch Composting, Romeoville, was tenth.

Municipal Waste
Management Plans
The Solid Waste Planning and Recycling
Act requires all Illinois counties and the
City of Chicago to develop, adopt and
implement 20-year municipal waste
management plans.
Plans include programs and
recommendations to achieve solid waste
management goals, which typically
include waste reduction, recycling,
incineration and landfilling as program
options.
The law requires each plan to include a
program designed to recycle 15 percent
of municipal waste by the end of the third
year of the program and 25 percent of
municipal waste by the end of the fifth
year, depending upon the availability of
markets.
Every five years, each plan must identify
changes in planning areas, evaluate
progress in plan implementation and, if
necessary, revise plan recommendations
and goals. The county also has the
option of updating its solid waste
generation rate. The plan is then
submitted to the Illinois EPA for review
and comment.
Five year plan updates have been
adopted by all. West Cook County Solid
Waste Agency, DuPage, Grundy, Kane,
Kendall, Lake, McHenry and Will
Counties have completed ten year plan
updates. City of Chicago and Lake
County have also completed 15 year
plan updates.

Recycling rates range from 11.1 to 52.1 percent
The Agency does not regulate recycling; however, it does survey
recycling coordinators statewide. Coordinators in Region Two
reported recycling rates ranging from 11.1 to 52.1 percent, giving
the region an average recycling rate of 41 percent.
Seven counties (Grundy, Kane, Kankakee, Kendall, Lake, McHenry
and Will) have passed ordinances in support of recycling in
residential and/or commercial sectors. In Cook County, Chicago and
West Cook County Solid Waste Agency have passed similar
ordinances in support of recycling.
Recycling rates are high here, in part, because of accessibility of
markets for recyclable materials in Chicago and because Chicago is
an international business center. The Chicago Board of Trade
considers recyclables to be commodities.
