TWO OF THE STATE’S SEVEN REGIONS REPORTED GREATER
landfill capacity at the end of 1996 than at the
close of the previous year. Region Four showed
an increase of 8.2 million gate cubic yards, or 19 per-cent,
and Region Seven (Southern Illinois) had a gain of
5.9 million gate cubic yards, or 53 percent.
Three landfills in Region Four were granted permits for
expansions totaling 45.5-million in-place cubic yards since
the Agency-required “snapshot” of available landfill
capacity was taken on Jan. 1, 1997.
Livingston Landfill, Pontiac, received a permit on Feb.
19, 1997, for a 29-million cubic-yard expansion; Illinois
Landfill, Hoopston, received a permit on Feb. 4, 1998, for
a 15-million cubic-yard expansion; and Macon County
Landfill, Decatur, received a permit on June 1, 1998, for a
1.5-million cubic-yard expansion.

Following sharp declines in wastes accepted in recent
years, American Disposal Services of Bloomington
Landfill was 56th of 57 landfills that accepted wastes in
1996. In 1994, this facility took in more than 300,000
cubic yards, a number that plummeted to 6,893 cubic
yards in 1995, and dropped to 2,500 cubic yards in 1996.
Before closing on Jan. 20, 1996, Western Lion Landfill, in
Charleston, accepted 1,575 cubic yards of waste, making
the facility last in waste disposal rankings.
Macon and Vermilion counties have delegated duties
The Illinois EPA has delegated inspection authority to
the Macon County Solid Waste Management Department
and the Vermilion County Health Department.
Delegation agreements authorize these agencies to con-duct
many of the duties that would otherwise have to be
performed by the Illinois EPA field office: investigating
suspected violations of land-pollution laws and reports of
open dumping, and inspecting landfills, transfer stations
and compost facilities permitted through the Agency’s

Macon County has one active landfill and two compost
facilities, Vermilion County has two active landfills and
one compost facility. Neither county contains waste trans-fer
stations.
Bloomington transfer station handled 83 percent of wastes
The region’s transfer stations reported handling more
than 142,000 tons of solid wastes in 1996. American
Disposal Services’ facility in Bloomington moved 83 per-cent
of this tonnage. Total wastes transferred equalled
about 8 percent of the wastes landfilled in Region Four
during the year.
Composting activity was slight
Some 18,000 tons of landscape wastes were processed at
five compost facilities in Region Four. This tonnage was

Old data lowers region’s recycling rate five points
The Agency does not regulate recycling nor does it pos-sess
any mechanism to compel county recycling coordina-tors
to respond to Agency surveys seeking current recy-cling
rates.
In Region Four, only six of 19 county recycling coordina-tors
offered data for 1996. Nearly half of the data dates
from 1992.
The region’s multiyear average recycling rate is 20 per-cent,
five points below the average 25-percent rate report-ed
by Douglas, Iroquois, Jasper, Macon, McLean and
Vermilion counties during 1996.u

Municipal Waste
Management Plans
The Solid Waste Planning and
Recycling Act requires all Illinois
counties and the city of Chicago to
develop, adopt and implement 20-
year municipal waste management
plans.
Plans include programs and recom-mendations
to achieve solid waste
management goals, which typically
include waste reduction, recycling,
incineration and landfilling as pro-gram
options.
The law requires each plan to
include a program to recycle 15 per-cent
of municipal wastes by the end
of the third year of the program and
25 percent of municipal wastes by
the end of the fifth year.
Every five years each plan must
identify changes in planning areas,
evaluate progress in plan implemen-tation
and, if necessary, revise plan
recommendations and goals. The
county also has the option of updat-ing
its solid-waste generation rate.
The plan is then submitted to the
Illinois EPA for review and comment.
