THE VOLUME OF SOLID WASTES BURIED IN REGION TWO DECREASED
15.1 percent from the previous year. The region’s 14 landfills
received 13.4 million gate cubic yards of wastes (about 4.1
million tons) — which amounted to 27.3 percent of all wastes
landfilled in Illinois that year.
Significantly, 60 percent of these wastes were deposited in three
landfills in Region Two: Settler’s Hill RDF (Kane Co.) ranked
number 2; and Environtech Landfill (Grundy Co.) ranked number 6.
A relatively new landfill with a new owner and operator in 2000,
Onyx Zion Landfill ranked seventh.
No new landfills are under development in Region 2 at this time. No
permit application has been approved yet for Will County Landfill
at the Joliet Arsenal.
An additional 683,413 cubic yards (207,095 tons) of waste was
received at the Robbins Resource Recovery Facility in suburban
Chicago in 2000, a 45 percent decrease from 1999. This site was
permitted to operate on June 2, 1997. For business reasons, the
waste-to-energy facility closed in late 2000.

Accurate reflections of available capacity occur only once a year,
when landfills take their Illinois EPA required “capacity snapshot”
each New Year’s Day.
On Jan. 1, 2000, Region Two had 101.5 million gate cubic yards of
available landfill space. By Jan. 1, 2001, that capacity had dipped
8.6 percent to 92.8 million gate cubic yards. Half of the capacity
available is at number 8 ranked Countryside Landfill, Grayslake and
Onyx Zion Landfill, Zion.
Returning to the subject of near term landfill closings, two facilities,
CDT LF in Joliet and Wheatland Prairie RDF in Plainfield, both in
Will County, ceased accepting waste on 6-9-00 and 6-18-01
respectively. Wheatland Prairie RDF’s 266 thousand gate cubic
yards capacity as of Jan. 1, 2001, is now lost.
The region will operate with fewer landfills in the years ahead. It
appears that twelve landfills will remain open after 2002.

Onyx Zion Landfill changed owner/operator in 2000
Onyx Zion Landfill (ranking 11th in capacity as of Jan. 1, 2001),
opened in May 1998. In 2000, this landfill was ranked 7th in the
state for waste receipts. In October 2000, Onyx/Superior Services
purchased the landfill from BFI/Allied Waste.
Solid waste transfer stations vital to Region Two
Region Two is home to 56 of the state’s 80 transfer stations active
in 2000. Of this total, Cook County has 42 (with 16 in the city of
Chicago); Will County has four; Kankakee, DuPage, and Lake
counties have two each; and Kane County has three. McHenry
County has one.
Transfer stations consolidate locally collected wastes for efficient
shipment to distant landfills. Some transfer stations separate and
remove recyclables from the municipal waste stream. Transfer
stations handling landscape waste over 24 hours were also added to
the report.
In 2000, Region Two’s transfer stations voluntarily reported to have
handled more than 4.3 million tons of waste. However, more than
half of the active transfer stations in Region 2 did not voluntarily
report the amount of waste they accepted.

The region’s transfer stations are noted in the maps on pages R2.2,
R2.4 and R2.5, and in the table on page R2.6.
Some Region Two transfer stations handled more waste than the
state’s busiest landfills.
Five transfer stations within Chicago’s city limits each processed
over 225,000 tons resulting in a total waste transfer of over 1.6
million tons.
Almost 200 thousand tons of landscape wastes composted
Seventeen composting facilities handled almost 187,000 tons of
landscape wastes in 2000. This tonnage is equivalent to 48.4 percent
of total landscape wastes composted in the State.
This amount decreased two percent from 1999 to 2000. Six of the
Region’s compost sites show up in the top 10 list for all of the
State’s compost facilities.

Six agencies hold delegation agreements
The Illinois EPA has delegated inspection authority to the following
agencies in Region Two:
· DuPage County Solid Waste Division
· Kankakee County Health Department
· Lake County Health Department, Engineering Section
· McHenry County Health Department
· Will County Land Use Dept., Waste Services Division
· Chicago Department of Environment
Delegation agreements authorize these agencies to conduct many of
the duties that would otherwise have to be performed by the Illinois
EPA field office: investigating and enforcing suspected violations of
land pollution laws and regulations and reports of open dumping,
and inspecting landfills, transfer stations and compost facilities
permitted through the Agency’s Bureau of Land. (Inspections also
include industrial landfills, or monofills, and landfills that closed
prior to 1998; these facilities are not included in this report.)

Municipal Waste
Management Plans
The Solid Waste Planning and
Recycling Act requires all Illinois
counties and the city of Chicago to
develop, adopt and implement 20-year
municipal waste management plans.
Plans include programs and
recommendations to achieve solid
waste management goals, which
typically include waste reduction,
recycling, incineration and landfilling as
program options.
The law requires each plan to include a
program designed to recycle 15
percent of municipal wastes by the end
of the third year of the program and 25
percent of municipal wastes by the end
of the fifth year, depending upon the
availability of markets.
Every five years each plan must
identify changes in planning areas,
evaluate progress in plan
implementation and, if necessary,
revise plan recommendations and
goals. The county also has the option
of updating its solid waste generation
rate. The plan is then submitted to the
Illinois EPA for review and comment.
Five year plan updates have been
adopted by Chicago, Cook County,
West Cook County Solid Waste
Agency, DuPage, Grundy, Kane,
Kankakee, Kendall, Lake, McHenry
and Will counties. Lake and Will
Counties have also completed ten year
plan updates.

Lake County has two active landfills, two landscape waste transfer
stations, and five compost facilities. McHenry County contains no
active landfills, one transfer station, and two active compost
facilities. Will County has one active landfill, four active transfer
stations, and three compost facilities. Chicago Department of
Environment is responsible for inspecting one active landfill, and 16
transfer stations. The Agency’s DesPlaines office inspects the
hazardous waste landfill, CID RDF #4, and landfills , transfer
stations, and compost sites in four other counties.
Recycling rates ranged from 24 to 47.8 percent
The Agency does not regulate recycling; however, it does survey
recycling coordinators statewide. Coordinators in Region Two
reported recycling rates ranging from 24 to 47.8 percent, giving the
region an average recycling rate of 38.5 percent. However, three
counties did not report 2000 data.
Four counties (Grundy, Kane, Kendall, and McHenry) have passed
ordinances in support of recycling in residential and/or commercial
sectors. In Cook County, Chicago and West Cook County Solid
Waste Agency have passed similar ordinances in support of
recycling.
Recycling rates are high here, in part, because of accessibility of
markets for recyclables. u
