FOUR NEW LANDFILLS DEVELOPED SINCE 1996 IN REGION 1 SHOW
up in the top 12 ranking of all the states landfills in terms of
capacity. Prairie Hill Recycling and Disposal Facility ranks
third in the state with 50.2 million cubic yards; Onyx Orchard Hills
Landfill is fourth with 47.4 million cubic yards; Lee County
Landfill ranks seventh overall and Landcomp Landfill ranks twelfth.
Region One’s eight active facilities received 8.5 million gate cubic
yards of wastes in 2000 — or 726,360 gate cubic yards less than in
1999.
Newer facilities
Lee County Landfill, (ranked 4th in terms of waste receipts) with
almost 3.1 million cubic yards of waste. Onyx Orchard Hills
Landfill, Davis Junction, (ranked 5th in terms of waste receipts) with
2.6 million gate cubic yards.
Prairie Hill Recycling & Disposal Facility reports accepting out-of-state
wastes; sixteen percent of its waste was from Iowa. Onyx
Orchard Hills Landfill accepted one percent of its waste from
Wisconsin.
Winnebago Reclamation Service, rounded out the top 12 in terms of
waste receipts with 1.1 million cubic yards.

Capacity declines only 9.1 percent in 2000
This region is second in the state to Peoria Quad Cities (Region 3)
in remaining capacity share. The largest landfill in terms of
remaining capacity in the region Prairie Hill RDF reported 50.2
million cubic yards of space available as of Jan. 1, 2001, making it
third in the state in capacity rankings on that date. A close second is
Onyx Orchard Hills Landfill, with 47.4 million cubic yards, which
ranks fourth.
Total capacity for the Region’s seven landfills, reporting on Jan. 1,
2001, was 159.6 million gate cubic yards, which is 16.0 million gate
cubic yards less than the amount reported on Jan. 1, 2000, a 9.1
percent decline.
Three landfills opened in 1998, boosting the State’s
capacity
Onyx Orchard Hills Landfill, Davis Junction, began taking wastes
on Jan. 13, 1998. Later in November 1998, Landcomp Landfill,
Ottawa, opened. Lee County Landfill, Dixon, also opened at that
time. Nearby Dixon/GROP Landfill #2 ceased accepting waste in
December 1998.
All these newer landfills show up in the top twelve listing in terms
of capacity remaining at the State’s landfills as of Jan. 1, 2001.
Freeport Municipal Landfill #4 planning to close soon, shows up
dead last in terms of capacity remaining or available.

Lee County Landfill, in Dixon received an Agency permit allowing
its owners to begin construction in the summer of 1998 and started
accepting wastes by November 1998. This facility replaced Dixon/
GROP Landfill #2, which was filled to capacity in December 1998.
Freeport Municipal Landfill #4 anticipated reaching capacity and
closing by the end of 2001, but will likely remain open in to 2002.
All other landfills will remain open past 2001.
Delegated inspections in LaSalle and Ogle counties
The Illinois EPA has delegated inspection authority to the LaSalle
County Department of Environmental Services and Land Use, and
to the Ogle County Solid Waste Management Department.
Delegation agreements authorize these agencies to conduct many of
the duties that would otherwise have to be performed by the Illinois
EPA field office: investigating and enforcing suspected violations of
land pollution laws and reports of open dumping, also inspecting
landfills, transfer stations and compost facilities permitted through
the Agency’s Bureau of Land. (Inspections also include industrial
landfills, or monofills, and landfills that closed prior to 1998; these
facilities are not included in this report.)
Rockford dominated regional transfer station activity
An Agency voluntary survey determined Region 1’s transfer
stations handled more than 130,000 tons of municipal wastes in
2000, an amount equivalent to 1.5 percent of the wastes landfilled in
the region. Of those voluntarily reporting, Waste Management’s
facility in Rockford processed 67 percent of the regional total.

DeKalb County leads in composting
Region One’s compost facilities reported processing more than
93,000 tons of landscape wastes in 2000. South Meridian
Composting, Rockford processed 59 percent of the region’s total.
An additional compost site became active in 2001, Rare Earth
Diversified Services in Bureau County.
Municipal Waste
Management Plans
The Solid Waste Planning and
Recycling Act requires all Illinois
counties and the city of Chicago to
develop, adopt and implement 20-year
municipal waste management plans.
Plans include programs and
recommendations to achieve solid
waste management goals, which
typically include waste reduction,
recycling, incineration and landfilling as
program options.
The law requires each plan to include a
program designed to recycle 15
percent of municipal wastes by the end
of the third year of the program and 25
percent of municipal wastes by the end
of the fifth year, depending upon the
availability of markets.
Every five years, each plan must
identify changes in planning areas,
evaluate progress in plan
implementation and, if necessary,
revise plan recommendations and
goals. The county also has the option
of updating its solid waste generation
rate. The plan is then submitted to the
Illinois EPA for review and comment.
Five year plan updates have been
adopted by all counties in Region 1.
Ten year plan updates have also been
adopted by LaSalle, Whiteside and
Winnebago counties.

Average regional recycling rate remains healthy
The Agency does not regulate recycling nor is it required to obtain
statistics. Nevertheless, as a public service, the Agency sought this
information from county recycling coordinators, who reported
recycling rates ranging from three to 68 percent.
Region One’s overall recycling rate of 29.7 percent is a multi-year
average rather than an average for 2000, because five counties did
not report in 2000. u
