HERE A LANDFILL IS LOCATED CERTAINLY DOES
matter. Region 6 is the closest region to St. Louis,
Missouri, and almost half of its waste came from Missouri
and four other states.
During 2003, the six Metropolitan East St. Louis facilities received
16.1 percent of solid wastes landfilled statewide, but the amount
disposed in 2003 increased 12.2 percent from the previous year.
Almost 9.2 million gate cubic yards of wastes were landfilled in the
Metropolitan East St. Louis area in 2003. Figures differed by almost
one million gate cubic yards year to year.
On Jan. 1, 2004, the capacity increased 10.4 percent, in the amount
of 11.7 million gate cubic yards from the previous year.
The 86.4 million gate cubic yards reported on Jan. 1, 2004, by
Cottonwood Hills RDF, Marissa, is 69.6 percent of the landfill
capacity available in the Region. On the lower end, South Chain of
Rocks RDF-Phase 2, is nearing closure, but is not closed yet.

Construction of new cells permitted
Several landfills applied for and received permits to construct new
cells or areas. They were Cottonwood Hills, Milam RDF, Roxana
Landfill Inc. and Salem Municipal Landfill #2. More details about
these developments are found on the landfill specification pages that
follow this overview.
Expansion permits are reviewed by Illinois EPA
Roxana Landfill Authority, Roxana, has also submitted in February
2003 a permit application for horizontal and vertical expansion (39
million in-place cubic yards). This effort is still under Agency
review.
Owners of Milam RDF, East St. Louis, report an additional 4.75
million cubic yards expansion proposal, receiving Illinois EPA
approval on Oct. 16, 2003.
Almost half of wastes came from out of state
Salem Municipal Landfill #2 was the only active facility in the
region that did not accept out-of-state waste. This and Knox County
Landfill #3 are the only publicly owned and operated landfills in the
State. Of the total waste accepted in Region Six, 4.5 million cubic
yards, or 49.1 percent, originated elsewhere.

Importing states for this region include: Arkansas, Georgia, Iowa,
Kansas, Kentucky, and Missouri. South Chain of Rocks, nearing
closure, accepted 92 percent of its waste stream from Missouri in
2003. Cottonwood Hills was a close second, as 75 percent comes
from three of the six states.
Other landfills and their percentage accepted from other states
include: Bond County Landfill (2%); Milam RDF (58%); and
Roxana Landfill Inc. (31%).
Milam RDF had the distinction of ranking 5th in the state in
quantities of waste disposed during 2003, and Roxana Landfill Inc.,
Roxana, ranked 6th. Cottonwood Hills RDF ranked number 10 of
50 landfills in terms of waste accepted.
Madison and St. Clair counties conduct inspections
The Illinois EPA has delegated inspection authority to the Madison
County Planning and Development Department and the St. Clair
County Health Department.
Delegation agreements authorize these agencies to conduct many of
the duties that would otherwise be performed by the Illinois EPA
field office: investigating and enforcing suspected violations of land
pollution laws and reports of open dumping, and inspecting
landfills, transfer stations and compost facilities permitted through
the Agency’s Bureau of Land.
(Inspections also include industrial landfills, or monofills, and
landfills that closed prior to 2001; these facilities are not included in
this report.)
Both Madison and St. Clair Counties have two active landfills each.
Both counties also have compost facilities, but only Madison
County has transfer stations (four).
Six transfer stations were open for business, and four
voluntarily reported
Four of the six transfer stations in Region Six voluntarily reported
that 60,209 tons were transferred during 2003. The amount of waste
transferred by these facilities is underrepresented.

Milan RDF leads composting efforts of the region
Six active compost facilities processed more than 45,774 gate tons
of landscape waste, an amount equal to about 1.6 percent of all
waste landfilled in Region Six.
Milan RDF Compost Site accepted the most landscape waste in the
region, 58.3 percent of the total.
Cottonwood Hills Compost Facility expects to open in fall 2004.
Municipal Waste
Management Plans
The Solid Waste Planning and
Recycling Act requires all Illinois
counties and the city of Chicago to
develop, adopt and implement 20-year
municipal waste management plans.
Plans include programs and
recommendations to achieve solid
waste management goals, which
typically include waste reduction,
recycling, incineration and landfilling as
program options.
The law requires each plan to include a
program designed to recycle 15
percent of municipal waste by the end
of the third year of the program and 25
percent of municipal waste by the end
of the fifth year, depending upon the
availability of markets.
Every five years each plan must
identify changes in planning areas,
evaluate progress in plan
implementation and, if necessary,
revise plan recommendations and
goals. The county also has the option
of updating its solid waste generation
rate. The plan is then submitted to the
Illinois EPA for review and comment.
Five year plan updates have been
adopted by all the Region Six counties.
Additionally, Madison, Monroe and St.
Clair counties have also completed ten
year plan updates.

Recycling rates varied from less than one to 43.6 percent
The Illinois EPA encourages but does not regulate recycling, and is
not obligated to collect and report recycling data; it does, however,
as a public service, seek this information from county recycling
coordinators. Seven counties of nine voluntarily responded to the
recycling survey in 2003.
Recycling rates in Region Six ranged from a low of less than one
percent to a high of 43.6 percent. The regional average recycling
rate was 28.9 percent.
