WASTE LANDFILLED IN WEST CENTRAL ILLINOIS (REGION
Five) during 2003 amounted to only 3.2 percent of the
state’s total, the lowest in the State.
Region Five’s four active landfills accepted less than 1.8 million
gate cubic yards of waste during 2003. This volume differed slightly
from 2002’s total waste landfilled by 5.8 percent, or an increase of
just more than 101 thousand gate cubic yards.
Landfill life exceeds statewide average
As a region, West Central Illinois has the second most landfill life
remaining: 29 years; Region Three (Peoria/Quad Cities) has more
landfill life at 41 years. On the low end, East Central Illinois
(Region 4) has four years remaining and Region Four (Chicago
Metropolitan Area) has five.
Thirty miles from Springfield, in nearby Christian County, Five
Oaks Recycling and Disposal Facility, Taylorville, is ranked fifth in
terms of capacity remaining at Illinois landfills as of Jan. 1, 2004.
New cells opened in three landfills in the region during 2003 and
early 2004.

Inactive landfill re-opens in July 2003
As of Jan. 1, 2004, the Region’s landfills reported a total landfill
capacity of 53.9 million gate cubic yards, an increase of about 4.7
percent from the year before.
Sangamon Valley Landfill has reported capacity since the site was
deactivated in 1995. Still considered to be inactive during the first
half of 2003, new owners reported a certified capacity of 9.1 million
gate cubic yards as of Jan. 1, 2004, after re-opening in July.
Sangamon Valley Landfill’s owners re-activated the site with
Illinois EPA’s approval on July 7, 2003. That was the date the
operators opened Cell 1A, Area II. Average receipts might meet
500,000 gate cubic yards of waste per year upon re-opening,
according to the site’s owner and operator.
New cells open at other landfills
A new 4.1 acre cell opened at Envotech-Illinois LLC, Litchfield,
and its capacity was added to the regional total reported on Jan. 1,
2004. This is in addition to the 4.5 acre cell that opened on May 22,
2002, at this landfill. On Jan. 16, 2004, Pike County Landfill
received a permit to operate Phase 10 and 11A, adding 5.2 acres to
their permitted disposal area.
Three counties have delegation agreements
The Illinois EPA has delegated inspection authority to the Christian
County Solid Waste Management Department, Montgomery County
Coordinated Services Office and Sangamon County Department of
Public Health.
Delegation agreements authorize these agencies to conduct many of
the duties that would otherwise have to be performed by the Illinois
EPA field office: investigating and enforcing suspected violations of

landfills, transfer stations and compost facilities permitted through
the Agency’s Bureau of Land.
(Inspections also include industrial landfills, or monofills, and
landfills that closed prior to 2001; these facilities are not included in
this report.)
Christian and Montgomery counties each have an active landfill,
whereas Sangamon County’s sole landfill was re-activated in 2003.
Sangamon County has an active transfer station; Montgomery
County and Christian County do not. Sangamon County has a
compost facility.
Transfer station’s activity in 2003 is largely Springfield’s
waste
Only one of Region Five’s three transfer stations voluntarily
reported accepting municipal waste during 2003. So 165,000 tons of
waste reported being transferred is only part of the picture.
Evans Recycling Inc. operates a new landscape waste transfer
operation in Quincy. It opened on March 21, 2003.

Compost facility in Quincy closes in 2003
More than 15 gate tons of landscape wastes (an amount less than
one percent of regional wastes landfilled) were processed through
the region’s only compost site active in 2003. It accepts landscape
waste from the State Capitol complex in downtown Springfield.
Quincy Compost Facility certified closed on July 30, 2003. The City
of Quincy is now managing their landscape waste through a
municipal contract with a private hauler.

Municipal Waste
Management Plans
The Solid Waste Planning and
Recycling Act requires all Illinois
counties and the city of Chicago to
develop, adopt and implement 20-year
municipal waste management plans.
Plans include programs and
recommendations to achieve solid
waste management goals, which
typically include waste reduction,
recycling, incineration and landfilling as
program options.
The law requires each plan to include a
program designed to recycle 15
percent of municipal waste by the end
of the third year of the program and 25
percent of municipal waste by the end
of the fifth year, depending upon the
availability of markets.
Every five years each plan must
identify changes in planning areas,
evaluate progress in plan
implementation and, if necessary,
revise plan recommendations and
goals. The county also has the option
of updating its solid waste generation
rate. The plan is then submitted to the
Illinois EPA for review and comment.
Five year plan updates have been
adopted by Brown, Calhoun, Cass,
Christian, Greene, Logan, Macoupin,
Mason, Menard, Montgomery, Morgan,
Pike, Sangamon, Schuyler, and Scott
Counties.
Additionally, Sangamon County
completed its ten year plan update.

Recycling rates range from more than 1.3 to 43.8 percent,
for an average rate of 15.2 percent
The Illinois EPA encourages but does not regulate recycling, and is
not obligated to collect and report recycling data; it does, however,
as a public service, seek this information from county recycling
coordinators.
Six recycling coordinators (out of 17 counties) in Region Five
provided new data for 2003.
The multi-year average for the full region, which includes recycling
data reaching back to 1992, is 15.2 percent.
