R EGION FIVE’S FOUR ACTIVE LANDFILLS ACCEPTED MORE THAN 1.7
million gate cubic yards of waste during 2009. This volume was
127,598 gate cubic yards less than 2008’s total waste landfilled .
This figure amounts to a 6.9 percent decrease, which was the second
lowest of the six regions reporting less waste accepted in 2009. Statewide,
capacity declined 8.2 percent.
Waste landfilled in West Central Illinois (Region Five) during
2009 amounted to only 3.8 percent of the state’s total, the lowest in the
state. Regional waste acceptance rates range from 3.8 in this region to 33.5
in Region 1.
The Region has the fewest operating landfills located in any region: four
reported 5.4 percent less capacity than the year before, down 2.4 million
gate cubic yards.
This region has the lowest capacity share of all the regions: three percent.
Regional capacity ranges from 3.7 in this region to 25.7 in Region 1
Trucks arriving at a landfill are inspected for prohibited nonhazardous
wastes and for hazardous wastes that Illinois bans from landfilling,
including: bulk liquids, landscape wastes, lead acid batteries, potentially
infectious medical waste, used motor oil, white good components and
whole tires. Loads are weighed and details about them are recorded. They
are then taken to the exposed portion of the active cell, which is known as
the working face.
Regional landfill life matches statewide average: 24 years
As a region, West Central Illinois has the fourth most landfill life
remaining at 24 years. Peoria/Quad Cities (Region Three) at 60 years,
Southern Illinois (Region 7) at 47 years and East Central Illinois (Region
4) at 31 years all have more years of landfill life remaining. On the low
end, Chicago Metropolitan Area (Region 2) has 11 years remaining. The
whole state has 24 years of landfill capacity left when dividing waste
acceptance amounts by capacity remaining.
Capacity declined in five regions (Chicago Metropolitan, East Central
Illinois, West Central Illinois, Metropolitan East St. Louis and Southern
Illinois) as of Jan. 1, 2010 at rates ranging from 2.0 percent in Southern
Illinois to 13.1 percent in East Central Illinois.
The largest decline of all regions was in the East Central Illinois Region at
13.1 percent. Statewide capacity fell by more than 8 million gate cubic
yards from year to year, less than one percent.
Jerseyville’s landfill has been temporarily closed since
2006
One landfill was temporarily closed in 2009, RCS Landfill Inc.,
Jerseyville. Intermediate cover including seed and strawing was applied. A
plan for temporary suspension of waste acceptance was approved by
Illinois EPA for a period of time ending October 2009. This landfill will
continue to report capacity to Illinois EPA each January 1st, until it re-opens
or closes permanently.
In the Region 5 area, RCS Landfill Inc.’s owner, Allied Waste of North
America, also owns Envotech-Illinois LLC, Litchfield and Sangamon
Valley Landfill, Springfield. The company also owns Bond County
Landfill, Greenville (now inactive) and Roxana Landfill Inc., Roxana,
located in Region 6, the Metropolitan East St. Louis area.

New cells open at three active landfills between 2007 and
2008
Landfills are divided into sections called phases or cells, which are
developed as needed, filled systematically so that specific loads of
waste can be located weeks or months later and covered with soil or
other materials to prevent the spread of odors and problems with
animals.
Five Oaks RDF opened Cell 7-III on Dec. 14, 2007. The operators
of Pike County Landfill, Baylis, received a significant modification
to operate permit for Phase 10B on May 17, 2007.
At Sangamon Valley Landfill, Springfield Cell 4A opened on Feb.
15, 2007. Area II is under construction as of Feb. 16, 2007; and Cell
5A (4.8 ac.) in area II was approved for waste disposal on Nov. 13,
2008.
All four active facilities in the Region expect to remain open into
2010.
Out of state wastes accepted by one landfill
Pike County Landfill was the only facility to accept waste from
other states. Five percent of its waste receipts came from the two
states of Iowa and Missouri.
This out-of-state waste amounted to only 1.2 percent of the total
waste received in the region.

Reported transfer station activity is from Jacksonville and

Two of Region Five’s four transfer stations voluntarily reported
accepting municipal waste during 2009. Its figure of 107,828 tons of
transferred waste reported in the region therefore tells only part of
the story.
A permit to develop a new transfer station in Jacksonville was
granted on Nov. 8, 2007. Morgan County Recycling and Transfer
Facility actually opened for business on June 11, 2009.

One compost site in the region manages landscape waste
The number of gate tons of landscape wastes that was processed in
2009 through the region’s only permitted compost site totaled 112.
This amount was 83 gate tons less than the amount that was handled
in 2008. Dirksen Parkway Compost Facility, Springfield, manages
landscape waste generated from landscaping activities at the State
Capitol complex.
