TWO YEARS AGO ON JAN. 1, 2000, REGION SIX
landfills reported a total capacity explosion of 159.3
percent. The available capacity of 130.6 million gate cubic
yards was the highest capacity increase of any region recorded for
that date.
Two years later, on Jan. 1, 2002, the capacity dropped 5.2 percent, a
figure of 6.3 million gate cubic yards from the previous year.
The 80.5 million gate cubic yards reported on Jan. 1, 2002 by
Cottonwood Hills RDF, Marissa, a facility that accepted waste
during the last two months of 2000 is 69.3 percent of the capacity
available in the Region. Capacity dropped 60.6 percent at South
Chain of Rocks RDF-Phase 2, as it neared closure.
Sharper focus
Other percentages help bring this snapshot into sharper focus.
Region Six, as of Jan. 1, 2002, contributed 16.2 percent of the
State’s available landfill capacity. During 2001, these facilities
received 11.8 percent of solid wastes landfilled statewide.
More than 6.2 million gate cubic yards of wastes were landfilled in
Metro East St. Louis in 2001. Figures differed by 157,000 gate
cubic yards year to year, for a 2.5 percent decline in waste receipts.

New landfill opened in St. Clair County in late 2000
The region’s capacity received an enormous boost when
Cottonwood Hills Recycling and Disposal Facility (RDF), near
Marissa, began accepting wastes, and became number two in the
state in terms of capacity. The facility occupies a total area of 437
acres and has a permitted disposal area of 206 acres, and a design
airspace capacity of 42 million cubic yards. Airspace is the area that
will be filled by wastes, by daily cover (soil or alternative materials
spread atop the wastes at the end of each working day) and, finally,
by the landfill’s final clay and topsoil cap.
Cottonwood Hills is about half the size of the Spoon Ridge Landfill
expansion permitted in Region Three, in Fulton County.
These two landfills are #1 and #2 in terms of capacity in Illinois.
Greater than half of wastes came from out of state
Salem Municipal Landfill #2 was the only active facility in the
region that did not accept out-of-state wastes. Of total wastes
accepted in the Region Six, 3.0 million cubic yards, or 48.8 percent,
originated elsewhere, indicating their close proximity to the
Missouri border, indicating their close proximity to the Missouri
border.

Fully 68 percent of wastes interred in 2001 at South Chain of Rocks
RDF, Granite City came from out-of-state; and at Cottonwood Hills
RDF, Marissa it was 65 percent.
Milam RDF had the distinction of ranking fifth in the state in
quantities of wastes disposed during 2001, and fourteenth in
available capacity as of Jan. 1, 2002. South Chain of Rocks RDF
ranked number 11 in terms of waste accepted, as it neared closure.
Madison and St. Clair counties conduct inspections
The Illinois EPA has delegated inspection authority to the Madison
County Planning & Development Department and the St. Clair
County Health Department.
Delegation agreements authorize these agencies to conduct many of
the duties that would otherwise be performed by the Illinois EPA
field office: investigating and enforcing suspected violations of land
pollution laws and reports of open dumping, and inspecting
landfills, transfer stations and compost facilities permitted through
the Agency’s Bureau of Land.
(Inspections also include industrial landfills, or monofills, and
landfills that closed prior to 1999; these facilities are not included in
this report.)
Both Madison and St. Clair Counties have two active landfills each.
Both counties also have compost facilities, but only Madison
County has transfer stations (three).

Only one of the five transfer stations in Region Six voluntarily
reported the amount of wastes handled during 2001, so the amount
of waste transferred by these facilities is under represented.

Composting followed familiar pattern
Seven compost facilities processed almost 57,121 gate tons of
landscape wastes, an amount equal to about 3 percent of all wastes
landfilled in Region Six.
Roxana Landfill Compost Site accepted the most landscape waste in
the region.
Municipal Waste
Management Plans
The Solid Waste Planning and
Recycling Act requires all Illinois
counties and the city of Chicago to
develop, adopt and implement 20-year
municipal waste management plans.
Plans include programs and
recommendations to achieve solid
waste management goals, which
typically include waste reduction,
recycling, incineration and landfilling as
program options.
The law requires each plan to include a
program designed to recycle 15
percent of municipal wastes by the end
of the third year of the program and 25
percent of municipal wastes by the end
of the fifth year, depending upon the
availability of markets.
Every five years each plan must
identify changes in planning areas,
evaluate progress in plan
implementation and, if necessary,
revise plan recommendations and
goals. The county also has the option
of updating its solid waste generation
rate. The plan is then submitted to the
Illinois EPA for review and comment.
Five year plan updates have been
adopted by all the Region 6 counties.
Additionally, Madison, Monroe and St.
Clair counties have also completed ten
year plan updates.

Recycling rates varied from less than one to 44.9 percent
The Illinois EPA encourages but does not regulate recycling, and is
not obligated to collect and report recycling data; it does, however,
as a public service, seek this information from county recycling
coordinators. Three counties did not voluntarily respond to the
recycling survey in 2001.
Recycling rates in Region Six ranged from a low of less than one
percent to a high of 44.9 percent. The regional average recycling
rate was 30.7 percent. !
