WASTES LANDFILLED IN REGION FIVE DURING 2001
amounted to only 3.4 percent of the state’s total, the lowest
in the State.
Region Five’s four active landfills accepted less than 1.8 million
gate cubic yards of wastes during 2001. This volume differed
slightly from 2000’s total wastes landfilled by less than one percent,
or an increase of just less than 7,500 gate cubic yards.
Landfill life exceeds statewide average
As a region, West Central Illinois has the second most landfill life
remaining: 32 years; Region 3 (Peoria/Quad Cities) has more
landfill life at 41 years. On the low end, Chicago Metropolitan Area
(Region 2) has six years remaining and Region 4 (East Central
Illinois) has seven.
In Metropolitan East St. Louis, St. Clair County’s Cottonwood Hills
RDF opened its gates for waste acceptance on Nov. 1, 2000, and
bought to its region 30 years capacity.

Court-ordered closed landfill distorts capacity figures
As of Jan. 1, 2002, the region’s landfills reported a total capacity of
57.6 million gate cubic yards, an increase of about one and one-half
percent from the year before. However, more than a quarter of this
capacity was unusable in 2001 since Sangamon Valley Landfill, in
Springfield, was closed by court order on Feb. 27, 1995 under
previous owners. Nevertheless, the facility continued to report
certified capacity of 12.6 million gate cubic yards. A permit
application currently under review may reduce this figure even
further to 5.1 million gate cubic yards. The landfill owners propose
to reactivate in early 2003.
The facility was not formally closed and was regarded as inactive in
2001. The site’s permits were granted on Oct. 24, 2002. Average
receipts might meet 500,000 gate cubic yards of waste per year upon
re-opening, according to the owners.
Thirty miles from Springfield, in nearby Christian County, Five
Oaks Recycling and Disposal Facility, Taylorville, ranked sixth in
the state in available capacity. Five Oaks, along with 25th place Pike
County Landfill, Baylis and Litchfield-Hillsboro Landfill (ranked
33rd) have the potential to provide Region Five more than 30 years
of landfill capacity.
Three counties have delegation agreements
The Illinois EPA has delegated inspection authority to the Christian
County Solid Waste Management Department, Montgomery County
Coordinated Services Office and Sangamon County Department of
Public Health.
Delegation agreements authorize these agencies to conduct many of
the duties that would otherwise have to be performed by the Illinois
EPA field office: investigating and enforcing suspected violations of
land pollution laws and reports of open dumping, and inspecting
landfills, transfer stations and compost facilities permitted through

the Agency’s Bureau of Land. (Inspections also include industrial
landfills, or monofills, and landfills that closed prior to 1999; these
facilities are not included in this report.)
Christian and Montgomery counties each have an active landfill,
whereas Sangamon County’s sole landfill is currently inactive.
Christian and Sangamon counties each have an active transfer
station; Montgomery County does not. Of the three, only Sangamon
County has a compost facility.
Transfer station’s activity in 2001 is under represented
None of Region Five’s three transfer stations voluntarily reported
accepting any municipal waste during 2001.
Prior to 1998, nearly 95 percent of these transfers took place at
Waste Management’s facility in Springfield reflecting the inability
of Sangamon Valley Landfill to take Springfield’s wastes; this
facility did not voluntarily report in 2001; so this total does not
reflect the transfer of waste accurately in the region.
Waste Management/Pana became inactive during 2002 for business
reasons.

Compost facilities
More than 1,124 gate tons of landscape wastes (an amount less than
one percent of regional wastes landfilled) were processed through
two facilities which were active in Region Five in 2001. Sangamon
One allowed its composting permit to expire in 2000.

Municipal Waste
Management Plans
The Solid Waste Planning and
Recycling Act requires all Illinois
counties and the city of Chicago to
develop, adopt and implement 20-year
municipal waste management plans.
Plans include programs and
recommendations to achieve solid
waste management goals, which
typically include waste reduction,
recycling, incineration and landfilling as
program options.
The law requires each plan to include a
program designed to recycle 15
percent of municipal wastes by the end
of the third year of the program and 25
percent of municipal wastes by the end
of the fifth year, depending upon the
availability of markets.
Every five years each plan must
identify changes in planning areas,
evaluate progress in plan
implementation and, if necessary,
revise plan recommendations and
goals. The county also has the option
of updating its solid waste generation
rate. The plan is then submitted to the
Illinois EPA for review and comment.
Five year plan updates have been
adopted by Brown, Calhoun, Cass,
Christian, Greene, Logan, Macoupin,
Mason, Menard, Montgomery, Morgan,
Pike, Sangamon, Schuyler, and Scott
Counties.
Additionally, Sangamon County
completed its ten year plan update.

Recycling rates range from more than one to almost 60
percent
The Illinois EPA encourages but does not regulate recycling, and is
not obligated to collect and report recycling data; it does, however,
as a public service, seek this information from county recycling
coordinators.
Ten recycling coordinators (out of 17 counties) in Region Five
provided data for 2001.
The multi-year average for the full region, which includes recycling
data reaching back to 1992, is 24.5 percent. !
