FOUR NEW LANDFILLS DEVELOPED SINCE 1996 IN REGION 1 SHOW
up in the top 11 ranking of all the State’s landfills in terms of
certified capacity as of Jan. 1, 2002. Onyx Orchard Hills
Landfill ranks third in the state with 56.9 million gate cubic yards;
Prairie Hill RDF is fourth with 48.2 million gate cubic yards; Lee
County Landfill ranks ninth overall and LandComp Landfill ranks
eleventh.
Region One’s eight active facilities received 10.5 million gate cubic
yards of wastes in 2001 — or 1.9 million gate cubic yards more than
in 2000, a 22.7 percent increase.
Newer facilities
Onyx Orchard Hills Landfill (ranked 3rd in terms of waste receipts)
with almost 3.5 million gate cubic yards of waste accepted during
calendar year 2001. Onyx began operating the site after October
2000. Lee County Landfill, Dixon ranked 4th in terms of waste
receipts with 3.4 million gate cubic yards.
Prairie Hill Recycling & Disposal Facility reports accepting nine
percent of its waste from Iowa. Lee County Landfill accepted three
percent from Indiana and Wisconsin. Onyx Orchard Hills Landfill
accepted less than one percent of its waste from Wisconsin.
Winnebago Reclamation Service, rounded out the top nine in terms
of waste receipts with 1.5 million gate cubic yards.

Capacity increased 22.7 percent as of Jan. 1, 2002
This region is second in the state, behind Peoria Quad Cities
(Region 3), in remaining capacity. The largest landfill in terms of
remaining capacity in the region, Onyx Orchard Hills Landfill
reported 56.9 million gate cubic yards of space available as of Jan.
1, 2002, making it third in the state in capacity rankings on that date.
Close behind is Prairie Hill RDF with 48.1 million gate cubic yards,
which ranks fourth.
Total capacity for the Region’s seven landfills, reporting on Jan. 1,
2002, was 161.9 million gate cubic yards, which is 2.3 million gate
cubic yards more than the amount reported on Jan. 1, 2001, a 1.4
percent increase.
Three landfills opened in 1998, boosting the State’s
capacity
Onyx Orchard Hills Landfill, Davis Junction, began taking wastes
on Jan. 13, 1998. Later in November 1998, LandComp Landfill,
Ottawa, opened. Lee County Landfill, Dixon, also opened at that
time.
All these newer landfills show up in the top 11 listing in terms of
capacity remaining at the State’s landfills as of Jan. 1, 2002.
Freeport Municipal Landfill #4, which is planning to close in 2002,
shows up last in terms of capacity remaining or available.

Closures
Lee County Landfill, in Dixon received an Agency permit allowing
its owners to begin construction in the summer of 1998 and started
accepting wastes by November 1998. This facility replaced Dixon/
GROP Landfill #2, which was filled to capacity in December 1998.
Freeport Municipal Landfill #4 anticipated reaching capacity and
closing by the end of 2002, but was still active in September. All
other landfills remained open past 2001.
Delegated inspections in LaSalle and Ogle counties
The Illinois EPA delegated inspection authority to the LaSalle
County Department of Environmental Services and Development
and to the Ogle County Solid Waste Management Department.
Delegation agreements authorize these agencies to conduct many of
the duties that would otherwise have to be performed by the Illinois
EPA field office: investigating and enforcing suspected violations of
land pollution laws and reports of open dumping, also inspecting
landfills, transfer stations and compost facilities permitted through
the Agency’s Bureau of Land. (Inspections also include industrial
landfills, or monofills, and landfills that closed prior to 1999; these
facilities are not included in this report.)
Rockford dominated regional transfer station activity
An Agency voluntary survey determined Region One’s transfer
stations handled more than 120,000 gate tons of municipal wastes in
2001, an amount equivalent to 3.8 percent of the wastes landfilled in
the region. Of those voluntarily reporting, Waste Management’s
facility in Rockford processed 70 percent of the regional total.

Rockford Composting leads in composting
Region One’s six active compost facilities reported processing more
than 53,000 gate tons of landscape wastes in 2001. The three sites
DeKalb County Landfill, Rockford Composting and South Meridian
Composting, Rockford processed 90 percent of the region’s total.
Dixon/GROP Landfill #2 compost site was inactive in 2001. Lee
County Landfill was issued a permit in April 2002 to operate a
landscape waste transfer station, replacing the compost site in
Dixon.
Municipal Waste
Management Plans
The Solid Waste Planning and
Recycling Act requires all Illinois
counties and the city of Chicago to
develop, adopt and implement 20-year
municipal waste management plans.
Plans include programs and
recommendations to achieve solid
waste management goals, which
typically include waste reduction,
recycling, incineration and landfilling as
program options.
The law requires each plan to include a
program designed to recycle 15
percent of municipal wastes by the end
of the third year of the program and 25
percent of municipal wastes by the end
of the fifth year (1996), depending
upon the availability of markets.
Every five years, each plan must
identify changes in planning areas,
evaluate progress in plan
implementation and, if necessary,
revise plan recommendations and
goals. The county also has the option
of updating its solid waste generation
rate. The plan is then submitted to the
Illinois EPA for review and comment.
Five year plan updates have been
adopted by all counties in Region 1.
Ten year plan updates have also been
adopted by LaSalle, Whiteside and
Winnebago counties.

Average regional recycling rate remains healthy
The Agency does not regulate recycling nor is it required to obtain
statistics. Nevertheless, as a public service, the Agency sought this
information from county recycling coordinators, who reported
recycling rates ranging from 3.3 to 63.7 percent.
Region One’s overall recycling rate of 28.8 percent is a multi-year
average rather than an average for 2001, because six counties did
not report new data in 2001 (see Appendix M for more details). !
