T EN YEARS OF CAPACITY REMAIN FOR REGION 2 BASED UPON
current waste disposal rates. This is the least number of
years of remaining landfill life of all the regions. The others
ranged between 15 and 54 years, for a state-wide average of 22
years.
On Jan. 1, 2009, the Chicago Metropolitan Region capacity was
almost 89 million gate cubic yards, but had decreased six percent
from the previous year. The capacity reported by landfill operators
was down by almost 5.7 million gate cubic yards.
Prairie View Recycling and Disposal Facility (RDF), Wilmington,
has 62.5 percent of the capacity available locally. It is ranked
seventh in the State, in terms of available capacity. However, waste
is only accepted for disposal at this site from municipalities in Will
County.
Expansion of facility boundary at Dolton’s landfill
In Dolton, at River Bend Prairie Landfill, a horizontal expansion of
the facility boundary of 2.94 acres was approved on Apr. 22, 2008
in order to relocate surface water detention Basin D. This capacity
was included in the landfill’s “available” capacity figure as of Jan.
1, 2009.
Waste accepted down 30.6 percent
The volume of solid waste buried in 2008 in Region Two declined
by 30.6 percent from the previous year. The region’s landfills
received more than 9.1 million gate cubic yards of waste (about 2.7
million gate tons) — which amounted to 18.2 percent of all waste
landfilled in Illinois that year. That amount was four million gate
cubic yards less than the previous year.
Top 10 rankings for three landfills
The three most active landfills in the region: Prairie View
Recycling and Disposal Facility, Veolia, ES Zion Landfill, Zion,
and Countryside Landfill Inc., Grayslake, each accepted almost 3,
2.2 and 1.8 million gate cubic yards of waste for disposal in 2008.
These landfills rank sixth, eighth and ninth of all landfills reporting
waste accepted during 2008.
These three landfills also accepted waste from the States of Indiana,
Michigan and Wisconsin, totaling less than one percent of the
region’s total.
Chicago’s waste needs a place to be disposed
Cook County has only one active landfill for waste disposal now:
River Bend Prairie Landfill in Dolton.
CID Recycling and Disposal Facility #3 (RDF), Calumet
City/Chicago, ceased accepting municipal solid waste as of Dec. 31,
2007. Site #4 is still open into 2008. Congress Development
Company, Hillside, ceased accepting waste on Jan. 31, 2008. In
December 2006, Settler’s Hill RDF, Batavia closed. Transfer
stations in Batavia, and Elgin were constructed and opened to
handle waste management for those municipalities in Kane County.

Proposed expansion at Laraway RDF still under review
A horizontal expansion of 18.2 million gate cubic yards is proposed
at Laraway RDF, Elwood, in Will County. The Agency still has this
permit application under review as of June 30, 2009.
Three landfills open new cells
The region’s newest landfill is Prairie View RDF. Phase 3 West (9.5
acres), Phase 3 East (8.12 acres) and Phase 4 West (8.26 acres) were
approved on Oct. 24, 2006 and Nov. 5, 2007 respectively at the
landfill. Phase 4 East, Cell 1 (8.22 acres) was approved on Nov. 5,
2008.
New cells also opened in 2006-2008 at Lake County’s two sites:
Countryside Landfill: Subcell 5B (five acres) on May 10, 2006 and
Subcell 5C (10 acres) on July 25, 2008; and at Veolia ES Zion
Landfill Site 2 Expansion—Cell 8B (12.7 acres) on Mar. 16, 2006.
One more landfill closure in Cook County is expected in
2009
This region has faced several landfill closures in recent years.
Kankakee Recycling & Disposal Facility (RDF), Chebanse, was
certified closed on Apr. 2, 2007. Settler’s Hill Recycling & Disposal
Facility (RDF) also certified closed on Apr. 4, 2008.
One less landfill was available by the end of 2008, due to the
closure of Congress Development Company on Jan. 31, 2008. This
landfill reported zero cubic yards of capacity on Jan. 1, 2009.
One more landfill in the region plans to close in 2009. CID RDF
(Calumet City/Chicago) is near to closure.

Landfill proposed in Kankakee
Kankakee Regional Landfill LLC, Kankakee, was issued a new
landfill development permit on Mar. 3, 2006 that expires on Mar. 1,
2011. Local siting is currently under appeal. The operational permit
application has not yet been submitted for Agency review, as of
June 30, 2009. This landfill will appear in the annual report for the
year in which it opens.
Solid waste transfer stations are vital to Region Two
Region Two is home to 73 of the state’s 105 active transfer stations.
Cook County has 53 (that figure includes 16 sites in the City of
Chicago); Lake County has eight; Will County has four; Kane
County has three; Kankakee and DuPage counties have two each;
and McHenry County has one.
The region’s transfer stations are noted in the fold-out map on page
R2.0b, and in the table on pages R2.4 and R2.5. Some of Region
Two’s transfer stations handled more waste than the state’s busiest
landfills. Chicago Metro area transfer stations voluntarily reported
more than 7.3 million tons of waste transferred. We know these sites
are active because field staff inspect their operations regularly.

One site opens in July 2006
The opening day for Prairie Lakes Recycling and Transfer Facility,
Matteson, was July 7, 2006. Robbins Recycling and Transfer,
Robbins did not open in 2006, due to business concerns.
Five sites open during 2007
Waste Management/Bluff City Transfer Station, Elgin, began
accepting waste on Jan. 8, 2007. Recycling Systems Inc., Chicago,
was permitted by Illinois EPA on Apr. 5, 2007. Greenwood Transfer
Facility, Maywood, opened on June 20, 2007. DK (LSW) Transfer
Station re-located and was renamed Oak Development LLC, Lake
Bluff in July 2007. Robbins Recycling and Transfer actually opened
during 2007.
Four sites open during 2008
Aspen Valley LSW Transfer Station, Park City opened on Apr. 30,
2008. James Park LSW Transfer Station, Evanston, opened on Nov.
6, 2008. Northlake Transfer Station, Northlake, opened on Dec. 30,
2008. Perricone Nursery, Volo, opened a landscape waste transfer
station in the fall of 2008.
One new site opening during the first part of 2009
Mariani Landscape Waste Transfer, Lake Bluff, was permitted to
operate on June 12, 2009.

The majority (59.4%) of the State’s landscape waste is
composted at 17 locations
The tonnage accepted by 17 compost sites in Chicago Metropolitan
Region, 295,651 tons, is equivalent to 59.4 percent of total landscape waste
composted in the State at all permitted compost facilities.
Six of the Region’s compost sites show up in the top ten ranking of all of
the State’s compost facilities: Thelen Sand and Gravel #1, Antioch, was
first; Joyce Farms Recycling Inc., Essex, was third; Land & Lakes/Willow
Ranch, Romeoville, was fourth; Harbor View Compost Facility, Chicago,
was fifth; Green Organics Inc., Bristol, was eighth; and Land & Lakes #1
and #2 Compost Facility, Chicago, was ninth.

Recycling rates range from 10.6 to 54.8 percent
The Agency does not regulate recycling; however, it does survey
recycling coordinators statewide. Coordinators in Region Two
reported recycling rates ranging from 10.6 to 54.8 percent, giving
the region an average recycling rate of 42.1 percent.
Seven counties (Grundy, Kane, Kankakee, Kendall, Lake, McHenry
and Will) have passed ordinances in support of recycling in
residential and/or commercial sectors. In Cook County: Chicago
and West Cook County Solid Waste Agency have passed similar
ordinances to support recycling.
Recycling rates are high here, in part, because of proximity to
Chicago markets for recyclable materials and because Chicago is an
international business center. The Chicago Board of Trade considers
recyclables to be commodities.
Ten of 13 recycling coordinators (76.9 percent) reported recycling
