MORE THAN 11.2 MILLION GATE CUBIC YARDS OF WASTE WAS
accepted in East Central Illinois during 2004. This
figure is down 19.4 percent from the previous year, a
difference of 2.8 million cubic yards. Sixty-four percent
of that region’s total waste receipts was accepted at Livingston
Landfill, Pontiac.
In fact, Livingston Landfill accepted more waste than any other
landfill in the State, a total of almost 7.6 million gate cubic yards,
almost double that of the next to largest recipient. Onyx/Orchard
Hills Landfill, Davis Junction, took the number two slot, having
accepted 4.7 million gate cubic yards of waste in 2004.
As of Jan. 1, 2005, an additional 109 million gate cubic yards of
landfill capacity was available in Region Four, this figure increased
172.7 percent from the previous year.
Available capacity reported in the region on Jan. 1, 2005 at nine
landfills was almost 171.9 million gate cubic yards.
American Disposal Services/McLean County Landfill,
Bloomington, proposed to close some time during 2005. This site
was still open, as of September, 2005. Another landfill, Streator
Area Landfill #3, Streator, was active during 2004, but became
inactive in April, 2005. The landfill is being prepared for future
waste acceptance.

Livingston Landfill ranked second in capacity remaining
Almost 70 percent of the capacity available in the region is at
Livingston Landfill, ranked second in the State. Fifteen years of
capacity remain in the region.
On Oct. 8, 2004, Illinois EPA approved Livingston Landfill’s
permit that included a 48 acre horizontal expansion of Parcel ABC,
a 159 acre horizontal expansion of Parcel D, and a 75 foot vertical
increase over Parcel D. This added 50.5 million cubic yards airspace
capacity at this landfill.
Clinton Landfill #2 also received an Illinois EPA permit to open a
new area named Phase 5B on March 25, 2004.
Streator Area Landfill’s vertical expansion was approved on June 4,
2003. This landfill became inactive as of April, 2005, while the
landfill is being prepared to accept waste. New cells opened at
Brickyard Disposal and Recycling, Danville, on Feb. 7, 2003 and
Dec. 11, 2003, and at Livingston Landfill on Dec. 30, 2003.
An expansion of almost 1.2 million in-place cubic yards was
approved for Landfill 33, Effingham, on June 28, 2002. Two lateral
expansions totaling 1.6 million in-place cubic yards at ERC Coles
County Landfill, Charleston, were approved on May 13th and
September 10th in 2002. A 12 acre cell 10B opened on April 20,
2005 at ERC Coles County Landfill.

Ambraw Valley Solid Waste Agency, Macon and
Vermilion counties have delegated duties
The Illinois EPA has delegated inspection authority to Ambraw
Valley Solid Waste Agency covering the counties of Crawford,
Lawrence and Richland, the Macon County Solid Waste
Management Department and the Vermilion County Health
Department.
Delegation agreements authorize these agencies to conduct many of
the duties that would otherwise have to be performed by the Illinois
EPA’s Champaign field office: investigations into complaints about
open dumping, inspecting pollution control facilities, investigating
and enforcing suspected violations of land pollution laws.
Transfer station reporting is voluntary
Only three of the Region’s eight transfer stations voluntarily
reported solid waste accepted in 2004. The 99,500 ton figure of
waste receipts underrepresents what is actually happening in the
region due to the lack of data being voluntarily reported.
Composting activity reported to Illinois EPA
Almost 27,000 gate tons of landscape waste were processed at four
compost facilities in Region Four. Macon County Composting,
Decatur, opened under a new operator in 2003. Decatur Compost
Inc. opened for business in April, 2004.

Municipal Waste
Management Plans
The Solid Waste Planning and
Recycling Act requires all Illinois
counties and the City of Chicago to
develop, adopt and implement 20-year
municipal waste management plans.
Plans include programs and
recommendations to achieve solid
waste management goals, which
typically include waste reduction,
recycling, incineration and landfilling as
program options.
The law requires each plan to include a
program designed to recycle 15
percent of municipal waste by the end
of the third year of the program and 25
percent of municipal waste by the end
of the fifth year, depending upon the
availability of markets.
Every five years each plan must
identify changes in planning areas,
evaluate progress in plan
implementation and, if necessary,
revise plan recommendations and
goals. The county also has the option
of updating its solid waste generation
rate. The plan is then submitted to the
Illinois EPA for review and comment.
Five year plan updates were submitted
by Champaign, Clark, Crawford,
DeWitt, Douglas, Effingham, Iroquois,
Jasper, Livingston, Macon, McLean,
Piatt, Shelby and Vermilion Counties.
Champaign, Crawford, Effingham,
Ford, Iroquois, Jasper, McLean, Piatt
and Vermilion Counties completed ten
year plan updates.

Average recycling rate is 20 percent
The Agency does not regulate recycling; however, it does seek
current waste generation and recycling information from recycling
coordinators statewide. Recycling rates in this region range from 4.6
percent to 28.2 percent.
In Region Four, nine of 19 county recycling coordinators offered
data for 2004, a 47.4 percent response rate. Therefore, 52.6 percent
of the data is from before 2004.
The region’s multi-year average recycling rate is 20 percent.
