Using a hydraulic “tipper” greatly reduces unloading times at Litchfield-Hillsboro Landfill.
With a “tipper”, a 110 cubic yard semi-trailer can be emptied in less time than a standard
garbage compactor truck.

WASTES LANDFILLED IN WEST CENTRAL ILLINOIS (REGION
Five) during 2002 amounted to only 3.2 percent of the
state’s total, the second lowest in the State, ahead of
Southern Illinois.
Region Five’s four active landfills accepted less than 1.7 million
gate cubic yards of wastes during 2002. This volume differed
slightly from 2001’s total wastes landfilled by 1.7 percent, or a
decline of just more than 30,500 gate cubic yards.
Landfill life exceeds statewide average
As a region, West Central Illinois has the second most landfill life
remaining: 29 years; Region Three (Peoria/Quad Cities) has more
landfill life at 44 years. On the low end, Chicago Metropolitan Area
(Region Two) has five years remaining and Region Four (East
Central Illinois) has six.
Thirty miles from Springfield, in nearby Christian County, Five
Oaks Recycling and Disposal Facility, Taylorville, ranked fifth in
the state in available capacity. Five Oaks, along with 28th ranked
Pike County Landfill, Baylis, and Litchfield-Hillsboro Landfill
ranked 32nd have the potential to provide to Region Five citizens
almost 30 years of landfill capacity. Litchfield-Hillsboro Landfill,
Litchfield, opened a new 4.5 acre cell on May 22, 2002.

1 Standing among 51 landfills that accepted wastes during 2002.
2 Standing among 51 landfills that reported capacity as of Jan. 1, 2003.
3 Although inactive, permits were approved on Oct. 24, 2002, reducing capacity remaining by 3.4 million in-place cu. yds.
Inactive landfill distorts capacity figures
As of Jan. 1, 2003, the Region’s landfills reported a total landfill
capacity of 51.5 million gate cubic yards, a decline of about 10.6
percent from the year before. Capacity was reduced by 3.4 million
in-place cubic yards at Sangamon Valley Landfill due to permit
modifications.
Sangamon Valley Landfill has reported capacity since the site was
deactivated in 1995. Considered inactive in 2002, new owners
reported a certified capacity of 9.2 million gate cubic yards as of
Jan. 1, 2003. The facility was never formally closed, and on Oct. 24,
2002, the Agency approved the landfill’s significant modification
permit.
More changes in 2003
Sangamon Valley Landfill’s owners re-activated the site with
Illinois EPA’s approval on July 7, 2003. That was the date the
operators opened Cell 1A, Area II. Average receipts might meet
500,000 gate cubic yards of waste per year upon re-opening,
according to the site’s owner and operator.
New cell opens at another landfill
A new 4.5 acre cell opened at Litchfield-Hillsboro Landfill,
Litchfield and its capacity was added to the regional total reported
on Jan. 1, 2003.
Three counties have delegation agreements
The Illinois EPA has delegated inspection authority to the Christian
County Solid Waste Management Department, Montgomery County
Coordinated Services Office and Sangamon County Department of
Public Health.
Delegation agreements authorize these agencies to conduct many of
the duties that would otherwise have to be performed by the Illin ois

EPA field office: investigating and enforcing suspected violations of
land pollution laws and reports of open dumping, and inspecting
landfills, transfer stations and compost facilities permitted through
the Agency’s Bureau of Land.
(Inspections also include industrial landfills, or monofills, and
landfills that closed prior to 2000; these facilities are not included in
this report.)
Christian and Montgomery counties each have an active landfill,
whereas Sangamon County’s sole landfill was inactive in 2002. It
was still inspected however.
Sangamon County has an active transfer station; Montgomery
County and Christian County do not. Of the three, only Sangamon
County has a compost facility.
Transfer station’s activity in 2002 is largely Springfield’s
waste
Two of Region Five’s three transfer stations voluntarily reported
accepting municipal waste during 2002.
In 2002, nearly one hundred percent of these transfers took place at
Waste Management/Springfield reflecting the inability of Sangamon
Valley Landfill to take Springfield’s wastes.
Waste Management/Pana became inactive during 2002 for business
reasons and took only a small amount of waste in 2002.

Nonhazardous Solid Waste Management and Landfill Capacity in Illinois: 2002 v R5.3
Municipal Waste
Management Plans
The Solid Waste Planning and
Recycling Act requires all Illinois
counties and the city of Chicago to
develop, adopt and implement 20-year
municipal waste management plans.
Plans include programs and
recommendations to achieve solid
waste management goals, which
typically include waste reduction,
recycling, incineration and landfilling as
program options.
The law requires each plan to include a
program designed to recycle 15
percent of municipal wastes by the end
of the third year of the program and 25
percent of municipal wastes by the end
of the fifth year, depending upon the
availability of markets.
Every five years each plan must
identify changes in planning areas,
evaluate progress in plan
implementation and, if necessary,
revise plan recommendations and
goals. The county also has the option
of updating its solid waste generation
rate. The plan is then submitted to the
Illinois EPA for review and comment.
Five year plan updates have been
adopted by Brown, Calhoun, Cass,
Christian, Greene, Logan, Macoupin,
Mason, Menard, Montgomery, Morgan,
Pike, Sangamon, Schuyler, and Scott
Counties. Adams and Jersey counties
have not.
Additionally, Sangamon County
completed its ten year plan update.
Questions concerning these plans and
their availability should be directed to
the appropriate local administrators
listed in Appendix K of this report.
Details concerning Region Five
landfills, transfer stations and
compost facilities follow on pages
R5.5 through R5.15.
Recycling rates range from more than 1.3 to 43.8 percent,
for an average rate of 24.4 percent
The Illinois EPA encourages but does not regulate recycling, and is
not obligated to collect and report recycling data; it does, however,
as a public service, seek this information from county recycling
coordinators.
Only two recycling coordinators (out of 17 counties) in Region Five
provided data for 2002.
The multi-year average for the full region, which includes recycling
data reaching back to 1992, is 24.4 percent. u
