This is an example of cooperation between agencies to get a problem solved. This abandoned
house was torn down in St. Johns using state funds to pay for the dumpsters. Labor and
equipment was provided by the Village. “Free” dumping was allowed courtesy of the landfill
operator’s host agreement with Perry County.

R EGION SEVEN’S FIVE ACTIVE LANDFILLS ACCEPTED
more than 2.2 million gate cubic yards of waste during
2009. This volume was up 10.8 percent, or 220,872 gate
cubic yards more than 2008’s total. One landfill was temporarily
closed during 2007, 2008 and 2009.
Southern Illinois Regional Landfill Inc., DeSoto, accounted for
nearly 53.3 percent of the waste landfilled in the region during
2009, yet it was not in the State’s top 10 listing.
This region is the only one with waste acceptance that did not
decline in 2009. Four landfills accepted waste from five other states
The percentage of imported waste for the region is 20.9 percent,
considerably less than Region Six (Metropolitan East St. Louis),
where out-of-state waste comprised 45.6 percent of total waste
landfilled. The state-wide average of imported waste for 2009 is 12
percent.
Of the 1,210,095 gate cubic yards of waste received by Southern
Illinois Regional Landfill Inc. in 2009, 366,805 gate cubic yards, or
30 percent, came from the states of Arkansas, Kentucky, Missouri
and Tennessee. An amount of 47,418 gate cubic yards (17 percent
of its waste stream) came to Perry Ridge Landfill, DuQuoin, from
Missouri and Tennessee.
(Veolia ES) Sumner Landfill Inc. accepted 53,302 gate cubic yards
or 15 percent of its waste from Indiana. West End Disposal Facility,
Thompsonville, accepted 8,318 gate cubic yards, or four percent of
its waste, from Kentucky.
Only (Veolia ES) Wayne County Landfill Inc., Fairfield, did not
accept any out-of-state waste in 2009.
Landfill capacity decline reported as 2.0 percent
As of Jan. 1, 2010, the region’s landfills reported a total capacity of
more than 107.6 million gate cubic yards, 2.2 million gate cubic
yards less than the previous year. The capacity declined 2.0 percent.
Five other regions reported decreased capacity at the beginning of
2009: Region 4 (East Central Illinois) reported a 13.1 decline;
Region 2 (Chicago Metropolitan) reported a 8.3 percent decline;
Region 5 (West Central Illinois) reported capacity was down 5.4
percent; and Region 6 (Metro East St. Louis) reported a 4.9 percent
decline.
Ninth-ranked Southern Illinois Regional Landfill Inc., has more than
44.2 million cubic yards of capacity available. It is the only landfill
in Region Seven to rank in the top 10 list for capacity.

Veolia Environmental Services (ES) purchased two
landfills in Southern Illinois in 2007
Lawrence County Regional Landfill, Sumner, was purchased by
Veolia ES Solid Waste Inc. on June 1, 2007. That same company
also purchased Wayne County Landfill, Fairfield, on Sept. 1, 2007.
The sites were renamed (Veolia ES) Sumner Landfill Inc. and
(Veolia ES) Wayne County Landfill Inc.
This company also owns Veolia ES Orchard Hills Landfill Inc.,
Davis Junction in Region 1: Northwestern Illinois; (Veolia ES)
Zion Landfill Inc., Zion, in Region 2 and (Veolia ES) Valley View
Landfill Inc., Decatur, in Region 4. (Veolia ES) Orchard Hills
Landfill Inc. accepted the most waste in Illinois in 2009.
New cells open at active landfills
New cells opened from 2007 to mid-2010 at Perry Ridge Landfill
Inc., Southern Illinois Regional Landfill Inc., (Veolia ES) Sumner
Landfill Inc. and West End Disposal Facility.
At Perry Ridge Landfill, Phase IA-Southwest and Phase 1B-East
opened in March 2007. In Phase 1B-Central, the northern part (2.8
ac.) opened in January 2008 and the southern part opened in
September 2008 at the same landfill. Phase 1B-Southwest (2.6 ac.)
opened in June 2010.
At Southern Illinois Regional Landfill, a Cell D, an 11.8 acre cell,
opened in September 2008.
At (Veolia ES) Sumner Landfill Inc. Cell V.B (less than one acre)
was approved to accept waste in December 2008.
At West End Disposal Facility, Phase 2, Cell 2 waste disposal
operations were approved in March 2009.

“temporarily closed” with capacity

closes permanently. The site
continues to be inspected by Illinois
EPA.
Forty-seven years of
landfill life remain in
Region
The Southern Illinois region is now
second with most years of landfill
life remaining, at 47 years. The
Peoria/Quad Cities region has the
most at 60 years. The 1.1 billion
gate cubic yards of available
capacity statewide allows for 24
years of landfill life. Chicago
Metropolitan has the least years
remaining at 11 years.

Tons of landscape waste handled up 14.1 percent
The region’s two compost facilities, both located in Williamson
County reported handling 2,729 tons of landscape waste, 338 more
tons than the amount accepted in the previous year, up 14.1 percent.

Saline County Landfill still temporarily closed
At Saline County Landfill, Harrisburg, part of Unit II has been
initially developed, but is not ready for waste acceptance. The
operator reports the site will remain inactive until business
conditions make the site economically viable.
Landfill proposed in Marion
Marion Ridge Landfill, Marion, received an Agency permit to
develop a new non-putrescible waste landfill on July 23, 2004. This
landfill will appear in the annual report, for the year in which it
opens.
Massac County Transfer opened in Metropolis in 2007
Four out of five transfer stations voluntarily reported to the Agency
that they handled 133,611 tons of municipal waste during 2009.

Recycling rate for multiple years average 13.9 percent
Each year, the Agency seeks information regarding recycling and
waste generation rates.
Some areas in Southern Illinois are located closer to markets in
Indiana, Kentucky and Missouri than to Illinois markets. Recycling
rates ranged from 0.1 to a high of 35 percent, yielding a multi-year
average of 13.9 percent.
Eight of 22 counties in the region offered current data, yielding a
survey response rate of 36.4 percent. The rest of the counties
(except one) had data from 1994-2004.
Hamilton County is the only county in the state that did not adopt a
solid waste plan in the 1990’s, therefore no baseline data has been
developed.
