THE VOLUME OF SOLID WASTES BURIED IN REGION TWO
DECREASED slightly, only 1.7 percent from the previous year.
The region’s 13 landfills received 13.8 million gate cubic
yards of wastes (about 4.2 million gate tons) — which amounted to
26 percent of all wastes landfilled in Illinois that year.
Significantly, 79 percent of these wastes were deposited in five
landfills in Region Two Settler’s Hill RDF (Kane Co.) ranked
number 2; Onyx Zion Landfill (Lake Co.) ranked number 6;
Countryside Landfill ranked seventh; EnvironTech Landfill eighth
and Woodland RDF, in Kane County ranked 10th.
No new landfills have been approved for development in Region 2
at this time. No permit application to develop has been approved yet
for Prairie View Recycling and Disposal Facility.
Wheatland Prairie RDF closed, in Will County, on June 18, 2001.
Robbins Resource Recovery Facility in suburban Chicago closed in
late 2000 for business reasons.

Accurate reflections of available capacity occur only once a year,
when landfills take their Illinois EPA required “capacity snapshot”
each New Year’s Day.
On Jan. 1, 2001, Region Two had 92.8 million gate cubic yards of
available landfill space. By Jan. 1, 2002, that capacity had dipped
7.8 percent to 85.6 million gate cubic yards. Fifty-four (54) percent
of the capacity available is at number 7 ranked Countryside
Landfill, Grayslake and Onyx Zion Landfill, Zion, number 8.
Two facilities, CDT Landfill in Joliet and Wheatland Prairie RDF in
Plainfield, both in Will County, ceased accepting waste on 6-9-00
and 6-18-01 respectively. Wheatland Prairie RDF’s 266 thousand
gate cubic yards capacity as of Jan. 1, 2001, is now zero.
The region will operate with fewer landfills in the years ahead. It
appears that eleven landfills will remain open after 2002. Seven
more will close before 2005.
Planners are concerned about these circumstances for the reasons
outlined in the sidebar on this page.

Solid waste transfer stations vital to Region Two
Region Two is home to 54 of the state’s 80 transfer stations active
in 2001 (see Table on p. R2.6). Of this total, Cook County has 40
(that includes 16 in the city of Chicago); Will County has four;
Kane County has three; Kankakee, DuPage, and Lake counties have
two each and McHenry County has one.
Transfer stations consolidate locally collected wastes for efficient
shipment to distant landfills. Some transfer stations separate and
remove recyclables from the municipal waste stream. Transfer
stations handling only landscape waste less than 24 hours were also
added to the report.
C & L Landscape Waste Transfer Station was permitted to operate
on Sept. 15, 2000. Cloverleaf Farms was permitted to transfer
landscape waste on April 24, 2001.
In 2001, Region Two’s transfer stations voluntarily reported to have
handled more than 4.7 million gate tons of waste. However, more
than half of the presumed active transfer stations in Region 2 did not
voluntarily report the amount of waste they accepted. We know that
they had an active permit and might also have accepted waste for
transfer, and possibly accepted recyclables and landscape waste.

The region’s transfer stations are noted in the maps on pages R2.1,
R2.4 and R2.5, and in the table on page R2.6.
Some Region Two transfer stations handled more waste than the
state’s busiest landfills.
Three transfer stations within Chicago’s city limits each processed
over 245,000 gate tons resulting in a total waste transfer of over 1.2
million tons.
Almost 200 thousand tons of landscape wastes composted
Seventeen composting facilities handled more than 182,000 gate
tons of landscape wastes in 2001 (see Table on p. R2.3). This
tonnage is equivalent to 54.6 percent of total landscape wastes
composted in the State.
This amount decreased two percent year to year. Six of the Region’s
compost sites show up in the top 10 list for all of the State’s
compost facilities. Thelan Sand and Gravel, Fox Lake was #1, with
43,778 tons accepted.

Six agencies hold delegation agreements
The Illinois EPA has delegated inspection authority to the following
agencies in Region Two:
• DuPage County Solid Waste Division
• Kankakee County Health Department
• Lake County Health Department, Engineering Section
• McHenry County Health Department
• Will County Land Use Dept., Waste Services Division
• Chicago Department of Environment
Delegation agreements authorize these agencies to conduct many of
the duties that would otherwise have to be performed by the Illinois
EPA field office: investigating and enforcing suspected violations of
land pollution laws and regulations and reports of open dumping,
and inspecting landfills, transfer stations and compost facilities
permitted through the Agency’s Bureau of Land. (Inspections also
include industrial landfills, or monofills, and landfills that closed
prior to 1999; these facilities are not included in this report.)
DuPage County contains no active landfills and two transfer
stations. Kankakee County has one active landfill, two transfer
stations and two compost facilities.

Management Plans
The Solid Waste Planning and
Recycling Act requires all Illinois
counties and the city of Chicago to
develop, adopt and implement 20-year
municipal waste management plans.
Plans include programs and
recommendations to achieve solid
waste management goals, which
typically include waste reduction,
recycling, incineration and landfilling as
program options.
The law requires each plan to include a
program designed to recycle 15
percent of municipal wastes by the end
of the third year of the program and 25
percent of municipal wastes by the end
of the fifth year, depending upon the
availability of markets.
Every five years each plan must
identify changes in planning areas,
evaluate progress in plan
implementation and, if necessary,
revise plan recommendations and
goals. The county also has the option
of updating its solid waste generation
rate. The plan is then submitted to the
Illinois EPA for review and comment.
Five year plan updates have been
adopted by Chicago, Cook County,
West Cook County Solid Waste
Agency, DuPage, Grundy, Kane,
Kankakee, Kendall, Lake, McHenry
and Will counties. DuPage, Lake,
McHenry and Will Counties have also
completed ten year plan updates.

listed in Appendix K of this report.
Lake County has two active landfills, two transfer stations, and five
compost facilities. McHenry County contains no active landfills,
one transfer station, and two active compost facilities. Will County
has one active landfill, four active transfer stations, and three
compost facilities. Chicago Department of Environment is
responsible for inspecting one active landfill and 16 transfer
stations. The Agency’s DesPlaines office inspects the hazardous
waste landfill, CID RDF #4, and landfills, transfer stations, and
compost sites in four other counties.
Recycling rates ranged from 14.8 to 50.3 percent
The Agency does not regulate recycling; however, it does survey
recycling coordinators statewide. Coordinators in Region Two
reported recycling rates ranging from 14.8 to 50.3 percent, giving
the region an average recycling rate of 37.1 percent. However, three
counties did not report 2001 data. DuPage County’s 2001 number
only included the residential sector’s recycling amounts.
Four counties (Grundy, Kane, Kendall, and McHenry) have passed
ordinances in support of recycling in residential and/or commercial
sectors. In Cook County, Chicago and West Cook County Solid
Waste Agency have passed similar ordinances in support of
recycling.
Recycling rates are high here, in part, because of accessibility of
markets for recyclables. !
