Fairview Park in Centralia was the gathering place for the Keep American Beautiful Great American
Clean-up. Women and girls from Kaskaskia College, Centralia High School, Girl Scouts, Sororities and
other volunteers picked up litter in downtown Centralia for four hours on a Saturday. Eleven events
were sponsored by various Keep Illinois Beautiful affiliates during 2007.

D URING 2007, FIVE METROPOLITAN EAST ST. LOUIS
facilities received 16.5 percent of solid wastes landfilled
statewide. This was the third highest amount landfilled
behind Region One and Region Two.
The amount disposed in 2007 increased by less than one percent
from the previous year. Almost 8.9 million gate cubic yards of
wastes were landfilled in the Metropolitan East St. Louis area in
2007. Figures differed by 33,260 gate cubic yards from year to year.
Two landfills rank in top 10 for waste receipts
Roxana Landfill Inc., Roxana, had the distinction of ranking fourth
in the state in large quantity of municipal waste disposed in landfills
during 2007. Milam Recycling and Disposal Facility (RDF), East
St. Louis, ranked sixth. These two landfills together accepted 13
percent of the waste that was landfilled in the State.
Almost 53 percent of wastes disposed in the Region came
from three other states
Of the almost 8.9 million gate cubic yards of waste accepted, more
than 4.7 million gate cubic yards originated outside Illinois.
Region 6 landfills received 52.6 percent of their waste from these
three states: Kansas, Kentucky and Missouri.
Three landfills accepting waste from other states and its out-of-state
percentage follow: Cottonwood Hills RDF, Marissa, (77 percent);
Milam RDF (51 percent) and Roxana Landfill Inc. (47 percent).
Bond County Landfill, Greenville and Salem Municipal Landfill #2,
Salem, were the only active facilities in the region that did not
accept out-of-state waste.
The total percent of out-of-state waste accepted from 12 states in all
landfills during 2007 was 13 percent, the same as in 2006.
Landfill capacity decreased 4.4 percent
On Jan. 1, 2008, Region Six’s five landfills reported that capacity
had decreased by more than 6.9 million gate cubic yards; providing
4.4 percent less capacity this year. Landfill operators reported 17
years of capacity remaining for waste disposal in the region,
compared with 18 years for the state.
The more than 95.1 million gate cubic yards of capacity reported by
third-ranked Cottonwood Hills RDF on Jan. 1, 2008 is 63 percent of
the landfill capacity available in the region. Roxana Landfill’s more
than 36.8 million gate cubic yards of capacity came in ninth on the
top 10 list. Together, these two facilities encompass 13.3 percent of
the available capacity in the state.

Expansion permits were approved at two landfills
The Illinois EPA approved at the Milam RDF its Phase V Northwest
area changes on Jan. 5, 2005. Phase V North was approved to
receive waste on Apr. 19, 2006. Phase 5 (3.9 ac.) and Phase 4A (0.6
ac.) were approved on Feb. 15, 2006.
On June 6, 2005, at Roxana Landfill Authority, a 99.49 acre
horizontal and a 20.5 million airspace cubic yards vertical expansion
received Illinois EPA approval. Additionally, Cells 2A and 3A (10
ac.) were approved for waste receipt on May 18, 2006. Cells 2B and
3B (4.5 ac.) were approved for waste receipt on Jan. 31, 2007.
Construction of new cells permitted at all five landfills
All five landfills applied for and received permits to construct new
cells or areas during 2004 to 2007. More details about all these

specification pages that follow this regional overview.
BFI Modern Landfill Compost Facility Site #2 is State’s
second largest behind McHenry County site
The top compost site accepting grass, leaves and brush in Illinois is
located in McHenry County in Northern Illinois. Thelen Sand and
Gravel accepted 9,231 tons more than did BFI Modern Landfill’s
Compost Facility, Belleville which accepted a total of 62,835 tons in
2007.

Transfer Stations are located in Madison and Randolph
counties
Five transfer stations in Madison and Randolph counties consolidate
locally collected waste for efficient shipment to landfills. Some
transfer station operators separate and remove recyclables from the
municipal waste stream. Transfer stations handling only landscape
waste, with transfer in less than 24 hours, are also included in the
list of Agency permitted sites.
Randolph County Transfer Station, Sparta is number one
Randolph County Transfer Station, Sparta, reported accepting
17,994 tons for transfer. There is no active landfill in Randolph
County.
Four of the five transfer stations in Region Six reported that 33,243
tons were transferred during 2007.
Nameoki Township decided to close its transfer station in Granite
City during the summer of 2007. It was active during the first half of
the year, but did not report these amounts voluntarily to the Agency.

New compost site opened near Centralia
Belleville’s compost facility accepted the most tons of landscape
waste in the region. Milam RDF Compost Facility #3, the region’s
second largest compost site, ranked third in the State’s top 10 list
also. One site, Cottonwood Hills Compost Site was temporarily
closed beginning July 2006 and continuing into 2007.
The region’s six compost facilities processed 101,118 gate tons of
landscape waste in 2007. This figure was less than half of that
composted in the Chicago Metropolitan area which handled 210,076
tons of grass, leaves and brush at 16 locations.
A new compost site called Clinton County Compost Inc. opened
near Centralia on Mar. 7, 2007.

Multiple year recycling rates average 30.6 percent
Each year, the Illinois EPA seeks recycling and waste generation
data from county recycling coordinators. Five of the nine counties in
the region voluntarily responded to the recycling survey in 2007, a
55.6 percent response rate.
Recycling rates in Region Six ranged from 2.0 percent to 35.2
percent. The regional average recycling rate was 30.6 percent.
