LIVINGSTON LANDFILL HELPED ITS REGION REPORT THE
highest waste disposal share because more than 14.6 million
gate cubic yards of waste was accepted in East Central
Illinois during 2003. This figure is up just 6.1 percent from the
previous year, a change of about 842,000 cubic yards.
Livingston Landfill, Pontiac, accepted more waste than any other
landfill in the State, a total of more than 10.5 million gate cubic
yards, which is more than double that of the next largest recipient.
Onyx/Orchard Hills Landfill, Davis Junction, took the number two
slot, having accepted 4.9 million gate cubic yards of waste in 2003.
Illinois EPA approves landfill expansions and cells
As of Jan. 1, 2004, 63.1 million gate cubic yards of landfill capacity
was available in Region Three. Now included in the Jan. 1, 2004
capacity figure: Streator Area Landfill’s vertical expansion
approved June 4, 2003; and new cells which opened at Brickyard
Disposal and Recycling, Danville, on Feb. 7, 2003 and Dec. 11,
2003, and at Livingston Landfill on Dec. 30, 2003.
For 2002, an expansion of almost 1.2 million in-place cubic yards
was approved for Landfill 33, Effingham, on June 28th. Two lateral
expansions totaling 1.6 million in-place cubic yards at ERC Coles
County Landfill, Charleston, were approved on May 13th and
September 10th also in 2002.

Illinois Landfill ranked 7th for capacity remaining
Illinois Landfill, Hoopeston, made the top 10 list for capacity
remaining at landfills in Illinois. It ranked 7th in capacity as of Jan.
1, 2004.
New expansion proposed by Livingston Landfill
A permit application is under review by Illinois EPA for horizontal
and vertical expansions to increase permitted capacity by 50.5
million cubic yards at Livingston Landfill.
Clinton Landfill #2 received an Illinois EPA permit to open Phase
5B on March 25, 2004. This was not added to its capacity as of Jan.
1st.
Ambraw Valley, Macon and Vermilion counties have
delegated duties
The Illinois EPA has delegated inspection authority to Ambraw
Valley Solid Waste Agency, the Macon County Solid Waste
Management Department and the Vermilion County Health
Department.

Delegation agreements authorize these agencies to conduct many of
the duties that would otherwise have to be performed by the Illinois
EPA field office: investigations into complaints about open
dumping, inspecting pollution control facilities, investigating and
enforcing suspected violations of land pollution laws.
Ambraw Valley inspects one active landfill and several closed sites.
Macon County has one active landfill. Macon County also inspects
two compost facilities and one landscape waste transfer station.
Vermilion County has two active landfills and one compost facility
within its borders.
Transfer Station reporting is voluntary
Only two of the Region’s seven transfer stations voluntarily
reported solid waste accepted in 2003. A proposed transfer station in
Sullivan has not received its operating permit. The 9,400 ton figure
of waste receipts underrepresents what is actually happening in the
region due to the data being voluntarily reported.
Composting activity reported to Illinois EPA
More than 21,830 gate tons of landscape waste were processed at
three compost facilities in Region Four. Macon County
Composting, Decatur, opened under a new operator in 2003.

Municipal Waste
Management Plans
The Solid Waste Planning and
Recycling Act requires all Illinois
counties and the city of Chicago to
develop, adopt and implement 20-year
municipal waste management plans.
Plans include programs and
recommendations to achieve solid
waste management goals, which
typically include waste reduction,
recycling, incineration and landfilling as
program options.
The law requires each plan to include a
program designed to recycle 15
percent of municipal waste by the end
of the third year of the program and 25
percent of municipal waste by the end
of the fifth year, depending upon the
availability of markets.
Every five years each plan must
identify changes in planning areas,
evaluate progress in plan
implementation and, if necessary,
revise plan recommendations and
goals. The county also has the option
of updating its solid waste generation
rate. The plan is then submitted to the
Illinois EPA for review and comment.
Five year plan updates were submitted
by Champaign, Clark, Crawford,
DeWitt, Douglas, Effingham, Iroquois,
Jasper, Livingston, Macon, McLean,
Piatt, Shelby and Vermilion Counties.
Champaign, Iroquois, Jasper and
McLean Counties completed ten year
plan updates.

Old data affects region’s recycling rate
The Agency does not regulate recycling nor does it possess any
mechanism to compel county recycling coordinators to respond to
Agency surveys seeking current waste generation and recycling
information. Recycling rates in this region range from 4.6 percent to
38.7 percent.
In Region Four, 14 of 19 county recycling coordinators offered data
for 2003, a 73.7 percent response rate. Therefore, 26.3 percent of the
data is from before 2003.
The Region’s multi-year average recycling rate is 22.1 percent.
