Illinois EPA management serves on all of
the subcommittees and as Chair of the CE
Subcommittee. The various subcommit-tees
have developed Action Plans that
describe the current state of the respective
markets, identify barriers to further expan-sion
of the various markets, and identify
recommendations to eliminate or reduce
those barriers and promote the environ-mentally-
sound reuse of scrap tires in rub-ber-
modified asphalt, civil engineering
applications, and other beneficial uses.
Through a partnership with USEPA, Illinois EPA has contributed funding and technical
expertise in the compilation and publishing of the Scrap Tire Cleanup Guidebook. This
guidebook, created to support the goals established by the Tire Workgroup of the RCC,
will be utilized by state and local regulators and contractors to develop and refine their
scrap tire cleanup programs to more expeditiously and efficiently conduct scrap tire
cleanups and improve the pubic health and safety of citizens across the country. All
facets of the RCC, including state regulators, industry representatives, scrap tire con-tractors,
and academia have contributed to the compilation of this valuable resource.
