20.509 FORMULA GRANTS FOR OTHER THAN URBANIZED AREAS
Program Description: The program provides funding to states for the improvement, initia-tion,
or continuation of public transportation service in non-urbanized areas. Program funds
can be used to meet up to 80% of the cost of acquisition, construction, reconstruction, and im-provement
of facilities and equipment for mass transit service in non-urban areas. Funds are
distributed first to states and then subgranted to local entities on a discretionary basis.
Formula Description: Funds are distributed on the basis of non-urbanized population. The
federal funding rate is 80% for capital projects.

20.513 CAPITAL ASSISTANCE PROGRAM FOR ELDERLY PERSONS AND PERSONS WITH
DISABILITIES
Program Description: The program provides financial assistance to states to help them meet
the transportation needs of elderly and handicapped persons where public transportation serv-ices
are unavailable, insufficient, or inappropriate. Funding may be used for eligible capital
expenses needed to provide efficient and coordinated specialized transportation services for
elderly and handicapped persons.
Formula Description: Funds are allocated to states based on the percentage of elderly and
handicapped in the state. The federal share is 80%.
