#001 The Worlds Congress Auxiliary Scrapbook, p. 0617 b. How far the friendless and the poor should be assisted by the public authorities in the maintenance of their rights in the Courts of Justice? In this connection it may be considered whether the provision for suing in forma pauperis should be abolished, as degrading to the suitor; also, whether public prosecutors and defenders should be provided for the Courts of first resort, to render their aid under the direction of the Court, to all such parties as should apply therefor. c. By what means the present expense, delay and uncertainty, of judicial proceedings may best be reduced, without depriving the people of the right to be promptly and efficiently protected in their persons, property and reputations. d. How the manifold burdens arising from the present enormous multi- plication of judicial reports may be lightened without seriously impairing the value of such reports? e. What are the distinguishing characteristics, advantages and defects of the administration of justice in the several Spanish American countries? f. What are the distinguishing characteristics, advantages and defects of the administration of justice in the several countries of continental Europe? g. What are the distinguishing characteristics, advantages and defects of the administration of justice in oriental countries? h. What are the distinguishing characteristics, advantages and defects of the system of Consular and Ministerial Courts, existing under the diplomatic systems of the United States and other countries; and what changes, if any, should be recommended therein? II. IN RELATION TO POLITICAL AND ECONOMIC REFORM. a. Political Economy. The province of government; the wealth of nations; the distribution of wealth; the problems of wages; the causes of poverty, avoidable, curable, and uncontrollable; cost of production to pro- ducers, cost of products to consumers, etc. b. Public Revenues. Their levy, collection and disbursement; the dis- tribution of the burdens of taxation; modern theories of taxation, etc. c. Statistics. The science of statistics; the application of statistics to public business and political affairs; census methods and results, and wherein the same may be enlarged and improved. d. Weights and Measures. Present international differences of weights and measures, and the importance of the adoption of a uniform system by the leading nations, and its extension as rapidly as may be throughout the world. e. Postal Service. Differences in the present systems of various countries, and the importance of a uniform system to be adopted by the leading nations, and its speedy extension throughout the world.
