In addition, Jewish Agency officials in New York are work-ing on a plan to contact individual wealthy Jews throughout t he country in order to secure substantial loans. . . In pre-paring this plan, the Agency experts are careful that such individual loans not affect any large contributions to the United Jew-ish Appeal. . . Some aspects of the loan which the Jewish Agency is seeking in Washington may require Congressional action. . . Here is where American Zionist leadership, through its influence in Congressional circles, will again be in a position to perform a great service to the Jewish State. . . That goes to - show that the time is not yet ripe for the dissolution of the American Zionist Emergency Council, as some groups have suggested. . . Incidentally, the fate of the Emergency Council was discussed at a meeting of Zionist leaders this week. . . It was decided to prolong the life of the Council until Oct. 1, when the Jewish State is offi-cially set up. * ZIONIST AFFAIRS Dr. Abba Hillel Silver is taking a leave of absence of six months from his temple in Cleveland. . . He will spend most of that time in Palestine. . . Who is behind the "mysterious" or-ganization American Friends of a Jew-ish State? . . . The name of the organ-ization was officially registered soon after the conclusion of the U.N. Gen-eral Assembly. . . Zionist leaders are trying to establish who the founders of the group are. . . Don't speculate on the name of the new Jewish State. . No name will be given to it prior to the National Assembly which will be convened in Jerusalem to elect a President and to select the official name for the State. . . Since it is taken for granted that Dr. Weizmann wil be the first President, there is much talk of the possibility of having the capi-tal of the Jewish State established in Rehovoth. . . On the other hand, there is a suggestion to make Sarona-the former Nazi-infested German settlement -the capital of the Jewish State. . . Sarona is a suburb of Tel Aviv and will be among the first areas in the Jewish State to be evacuated by the British. . . With the competition be-tween the extremists and the Zionist- Laborites in the DP camps not subsiding, a new type of "illegal" im-migration to the Jewish State is feared. Some believe that as soon as the Jewish State is established, Zionist extremists will try to send in as many of their members in the DP camps as possible. If they are not admitted to the Jewish State by the Jewish Government, the extremists will try to land them "illegal-ly." . . Since the Jewish States does not contemplate admitting more than 75,- 000 immigrants a year during the first two years, such "illegal" immigration is likely to attract many impatient dis-placed Jews who will not be among the first to be admited legally. * COMMUNAL TRENDS Now that the United Jewish Appeal has decided to launch its $250,000,000 drive for 1948, many informal polls are being taken on what will be the sum actually raised. . . However, it will be interesting for many to know that at the Atlantic City Conference of the U.J.A., there was practically no opposition to the above goal when it was discussed at the committee which was to recommend the quota for the new year. . . There was no doubt in anybody's mind concerning the neces-sity of having a much larger quota for the coming year, even though this year's quota of $170,000,000 was not reached. . . The most interesting part of the U.J.A. conference was the great and historic evening session at which Weizmann, Morgenthau, Lehman, Gen. McNarney, Gen. Hilldring, Shertok and other celebrities spoke. . . The most inspiring address was delivered by Dr. Weizmann. . . Incidentally, this was the first time in 30 years that Gen. Hilldring, who played such an impor-tant role at the United Nations on the Palestine question, had delivered a speech as a civilian. . . And his maiden civilian address will long remain in the memory of each of the 1,200 Jewish leaders who attended the Atlantic City parley. . . The conference was domi-nated by the intense desire of all dele-gates, without distinction, to see the Jewish State come into being as smooth-ly as possible. . . The needs of the Jewish in Europe received less atten-tion. . . However, expert appraisal on the basis of first-hand observations in Europe, emphasized that even in the best case-if there is a peaceable set-tlement in Palestine and no further infiltration to the U.S. zone from East European countries-the J.D.C. will have to care for the DP's for at least three years. . . A less optimistic as-sumption included the possibility of the J.D.C. being concerned with DP's for as long as 10 years, should Jews from Roumania, Hungary, Bulgaria and Po-land choose to flee their countries ipto the U.S. zone with the intention of reaching Palestine from there.
