London, England (WNS)-Predicat-ing his platform on anti-Semitism, Sir Oswald Mosley, pre-war leader of the British Union of Fascists, has announced his return to active politics as head of a Union Movement to "rescue" Britain from economic crisis and establish "a new order" in the western world. Observers see Mosley's announcement timed to coincide with the realization of the Jewish state in Palestine and British Foreign Office opposition to it. Repeated refusal of the Labor Govern-ment to act against Mosley's anti-Se-mitic incitements has added to his ranks and encouraged his followers. Further encouragement is expected from some sections of the press. It has not been announced that the new move will decree black shirts for its members, as did the old British Un-ion of Fascists. Open to Blackshirts Addressing a jam-packed press con-ference, Mosley would not say flatly that his coalition of 51 right-wing po-litical groups is fascist, although he said that its ranks were open to all members of his disbanded blackshirt organization. Mosley declared that the new group advocated: (a) Transportation of all British Jews to Palestine or Abyssinia, except-ing only those whose families have been in England "for generations." Mosley said his movement would be "frankly anti-Semitic." (b) Establishment of a "Union of Europe," excluding Russia and her east European satellites. (c) An ultimatum to Moscow to ac-cept U.S. recommendations for inter-national control of atomic energy or face immediate war. (d) Establishment of a one-party sys-tem in England, with election every four years. (e) "Suppression" of Communism and Communists in Britain. (f) Prosecution of newspaper pub-lishers for the publication of items found to be untrue "by a court of law." Claims Popular Demand The greying, hawk-nosed millionaire baronet, who was imprisoned during the war, said he had returned to poli-tics at the request of the 51 organiza-tions which will yield their identities to the new Union Movement. He refused to say what the member-ship of the groups totalled, or how large a fund they could supply, but predicted that his organization would soon challenge the established political parties-if the crisis continues. "We are banking on the crisis," Mos-ley said frankly. "If things improve-we lose out." In pronouncing sentence, Magistrate Geof-frey Raphael urged the Jews to refrain from retaliating against the "lothsome Polish Jews Contribute Money To Ghetto Monument Warsaw (JTA)-More than 5,000,- 000 zlotys, approximately $50,000, have been raised by Jews throughout Poland as of November 15 in a drive for a fund to erect a monument in Warsaw commemorating the heroes of the ghet-to revolt, it was reported. The drive, to which prominent members of the Polish Government have contributed, was started.on Sept. 1 and is still con-tinuing. The largest contribution, amounting to about 2,000,000 zlotys, was made by Jews in Lower Silesia. In the city of Warsaw 770,000 zlotys were raised, and in Lodz more than 500,000 zlotys were donated. A number of munici-palities in Lower Silesia have voted contributions of several thousand zlotys each. Commis-sion on Human Rights this week adopted a clause in the proposed Con-vention on Human Rights and Declara-tion of Human Rights which guaran-tees that "everyone is entitled to all rights and freedoms set forth in this Declaration 'without distinction of any kind, such as race which includes color, sex, language, religion, political or other opinion, property status or national social origin." At an earlier meeting the Commis-sion adopted a Belgian clause placing all stateless persons under the protec-tion of the United Nations and de-claring that everyone has a right to nationality. It also adopted an article which grants individual freedom to hold or change beliefs and to practice and worship publicly or privately and to teach religion. Jews Take Over Own State Area Rule Jerusalem (JTA)-All British and Arab policemen were withdrawn from Tel Aviv and its suburbs this week and the responsibility for maintenance of law and order in an area comprising nearly one-third of the projected Jew-ish State was turned over to the Jewish community. The police were withdrawn from Tel Aviv and its satellite towns of Petach Tikvah, Ramath Gan and Bnei Brak-a quadrange in which more than half the Jews in Palestine live and work. In addition, the Jewish police force, estimated to number 500, will also be responsible for the well-being of some 5,000 Arabs living within the area and the Jewish suburbs of Jaffa. A small detachment of 20 British policemen remained at the Sarona po-lice barracks temporarily. German property at Sarona, which has been under government control since the war, was turned over to the Sarona municipality which in turn handed it to the Jewish Agency for use in housing veterans. One Arab died and several were wounded when a party of four khaki-clad Jews attacked a bus with hand grenades and automatic weapons. The raiders were believed to have been members of the Irgun Zvai Leumi.
