RE:  INVESTIGATION OF ALLEGATION THAT RECORDS OF TRAFFIC VIOLATIONS WERE ILLEGALLY REMOVED FROM FILES OF DRIVER'S LICENSE DIVISION OF SECRETARY OF STATE
This represents our final report regarding the Commission's investigation of Specific Resolution No. adopted by this Commission on September 17, 1974.

The resolution was based on a request by the Auditor General to investigate an allegation received by that office that three moving violation convictions had been eliminated from the records of the Driver's License Division of the Illinois Secretary of State's Office.
Details of the background of this matter and the Commission's investigation are included in Part I and Part II of this report.
We determined the allegation to have no foundation in fact.

Our investigation established that the two persons
allegedly involved in this scheme are of less than aver-
age intelligence. We are convinced that in naivete they embellished unfounded gossip.    In our opinion it would serve no useful purpose to reveal their true identities, neither those of other persons A were com-pelled to contact, nor those who were the subject of this false accusation.
