Planning Commission Recommends Zoning Change From l\/l-2 To M For Industrial Areas	
At noon on Tuesday the temperature in Huntley was -21. Record setting low temperatures all across northern Illinois caused lots of troubles including school closings, cars that wouldn't start, and water main breaks.
Grafton Board Adopts TIF 2 Resolution
The regular monthly meeting of the Grafton Township Board of Trustees was held January 13, 1994 at the Grafton Township Building at 7:30pra.
The following officers were present: Ruth, Hansen, Kobza, Ziller, Zirk, Hight, Ottley.
The minutes of the December 9, 1993 meeting were pre¬ sented. After discussion a motion was made by Ziller and seconded by Hansen to approve the minutes as presented. Voice vote: all aye, motion carried.
The treasurer's report was presented. A motion was made by Ziller and seconded by Hansen to approve the report as presented. Voice vote: all aye, motion carried.
The attached listing of bills was presented for approval. After discussion, a motion was made by Ziller and seconded by Zirk to approve all bills presented. Voice vote: all aye, motion carried.
Assessor reported that the books were closed on January 3, 1994. There are currently thirty assessment protests being worked on. The Assessor's office will be closed for holiday Monday January 17, 1994.
Road Commissioner reported that we had .3 inches of rain fall and 2 inches of snow in December. Road patrol includ¬
ed checking signs and trimming trees. Vehicle main¬ tenance and wood splitting was also accomplished during December.
Fire department completed their annual inspection with no e.xception to report.
Road Commissioner attended a meeting in Algonquin Town¬ ship with Commonwealth Edison to discuss plans to bring more electrical power into
the area.
March 19, 1994 will be The Institute for Public Policy and Administration day at the Clock Tower in Rockford. Board members will be prepared to indicate at the February meeting whether they will attend.
Road Commissioner requested $25,000.00 be moved from the road and bridge savings account to the road and bridge checking account. A motion was made by Ziller and seconded by Kobza to move ~ $25,000.00 from road and bridge saving to road and bridge checking. Voice vote: al! aye, motion carried.
Supervisor Ruth presented a resolution, copy attached, to the board regarding the Tax Increment Financing. After modification, a motion was made by Ziller and seconded by Kobza to approve the resolution.

The regular meeting of the Planning Commission was called to order at 7:10pm, Jan. 10, 1994.
Present were Chairman Rohlwing, Commissioners Brown, Domagalski, Hahn, and Schachtner. Also present were Mayor Dhamer and Administrator Nelis.
Minutes:
Motion by Schachtner, 2nd Domagalski, to approve the minutes of the regular meeting of the Planning Commission on December 13, 1993. Vote: ayes, all. Motion carried.
Rezoning of specified properties from M-2 to M:
Administrator Nelis briefed the Commission on the history of the M-2 zoning and previous actions taken by the Commission, Zoning Board of Appeals and Village Board to change all M-2 zoning to M. The prior Planning Commission meeting on the proposed asphalt plant was a courtesy site plan review; the asphalt plant was consequently rejected by the Commission. Under immediate consideration at this meeting is the asphalt plant property. This proposed zoning change to M will be tabled for the Zoning Board of Appeals special meeting on January 12, 1994. The regular meeting of the Zoning Board on January 19, 1994 will take 29 additional properties into consideration. Subsequent meetings will change the zoning on all remaining properties affected to M. Administrator Nelis referred to the village map depicting the properties specified for this rezoning. He stated the difference between heavy zoning and light zoning and cited examples of such industries. He also referred to excerpts from the Village's Comprehensive Plan. Nelis stated that the new Comprehensive Plan only allows for light industry, which would be consistent with the
plan to changing zoning from M-2 to M.
The meeting was then opened •to the public:
George Bernat stated that the people of Huntley do not
want the asphalt plant, as evidenced through petitions, phone calls and letters. He went on to reiterate that, after the '78 ordinance, two ordinances were passed, prohibiting asphalt plants. It is also inconceivable that this would be in the best interests of Prime Develop¬ ment. This rezoning from M-2 to M would also affect his property and he would welcom.e the change.
Attorney "Warren Fuller, representing Plote Develop¬ ment, stated that Mr. Plote expended over one million dollars in infrastructure improvements to the Village. /Commissioner Jack Daum entered the meeting, 7:25pm. Attorney Fuller went on to say that Mr. Plote has lived by the annexation agreement and has fulfilled all of the terms; as a result, he had developed Kishwaukee Indus¬ trial Park. He stated that future developments will ; require asphalt and there is a need for an asphalt plant in the area.
Mr. Bob Colderchanic stated that he is a new resident in Huntley. He said Mr. Plote has done a lot to improve Huntley, but the people are going to move because of this asphalt plant.
Ms. Laura Colderchanic stated that she would not have moved here had she known an asphalt plant would even be remotely considered.
Mr. Bob Colderchanic went on to ask how far away does this asphalt plant have to be from residences? He said this is a "toxic dump" and could affect our wells. He said Mr. Plote should show commitment to the people and move the plant to another location. Property values will go down should this plant be constructed.
Mr. Gary Mazur asked why can't this piece of property be used for anything else? Aren't there other uses? Things have changed since 1978.
Mr. Mac Gregory said he can
see the property (of the proposed asphalt plant) from his house. He referred to the petition objecting to this plant, with over 1000 signatures. He said Mr. PLote should not want to put this blight in our village.
Commissioner Jack Daum commented that each piece of property should be put to its highest and best use -- and this is not even close. Administrator Nelis interjected that we should not only be considering the asphalt plant in our comments but the other M-2 uses as well.
Commissioner Bob Schachtner commented that the asphalt plant would be unfair to the people in the Woodcreek Development and also to other developments in the area.
Motion  by Jack Daum to recommend to the Zoning Board of Appeals to change the zoning from M-2 to M on this property and all other pieces of M-2 property. Motion was seconded by Domagalski.
Chairman Rohlwing asked for a roll call: Brown, Daum, Domagalski, Hahn, Schachtner, Rohlwing voted all ayes. Motion carried.
Other business:
Administrator Nelis previewed items on the agenda for the next regularly- scheduled meeting of the Planning Commission on February 14, 1994.
Commissioner Hahn was appointed as Acting Chairman at the February 14, 1994 and March 14, 1994 Planning Commission Meetings (Chairman Rohlwing will be absent at those meetings due to vacation.)
