Village Board Addresses Asphalt Plant, Gazebo Concerns
The December 9, 1993 regular meeting of the Village Board of Trustees was held in the board room of the Village Hall and called to order by President Dhamer at 7:03 p,m.
Roll noted the following present: President Dhamer, Trustee Becker, Trustee Borowicz, Trustee Eckel. Trustee Shamhart, and Trustee Todd. Trustee Sheehan was absent. .Also attending were Administrator Nelis, Police Chief Rossi, Building Inspector Ehrke, Village Engineer Schwegel, Attorney Kukla and Public Works Director Schwartz (arrived at 7:30 p.m.)
To begin. President Dhamer asked that the minutes from the November 11, 1993 Board Meeting be reviewed and approved. Trustee Borowicz asked that on page 4, in paragraph 4 the word occurred replace the word accumulated. Trustee Todd corrected the spelling of the names Flynn and Mercuri. Trustee Shamhart made a motion to approve the Minutes as corrected; seconded by Trustee Eckel. A voice vote noted all ayes and the motion carried.
President Dhamer then asked Administrator Nelis to distribute the Minutes of the Plan Commission meeting. He asked that the motion be read and that only three (3) spokespeople from the audience respond. Administrator Nelis read the motion by Commissioner Schachtner to recommend to the Zoning Board and Village Board that all M-2 zoning be changed to current M zoning. Trustee Todd made a motion to hold a hearing to change the zoning from M-2 to M zoning; seconded by Trustee Borowicz. The roll call noted the following: Trustees Becker, Borowicz, Eckel, Shamhart and Todd voted aye and Trustee Sheehan was absent. The motion carried. Atty. Kukla explained that the Board has
directed the Zoning Board not to make a zoning change but to hold a hearing and that all the property owners with M-2 zoning will be notified.
The following individuals made comments:
Orville Brettman, resident, presented the Board with a signed petition of 1,021 names of people who opposed asphalt plants anywhere in Huntley and asked that the Board amend the Ordinance. The petitions were entered into the record.
John Hoscheit, Attorney representing George Bernat, stated that they will be coming before the Zoning Board of Appeals on December 15 to request that the Board defer their decision.
Frances Kreutzer, resident, who said she was there repre¬ senting her family who owns 300 acres in Huntley and is firmly against the proposed asphalt plant. Her objection was noted. Rudy Koenig, resident, who objected to the pollution that the asphalt plant would bring - he is interested in air quality.
Art Zwenke, representing the Plote organization, wanted to make two comments:
1) briefs will be turned in from both sides for the Hearing of December 15, and
2) the issue of trust and commitment. They believe that they have zoning for this project and mentioned the reputation of the Village for changing its mind. He
stated that they have brought in water and train tracks and there might be litigation if the Village changes its mind.
Trustee Becker asked what was the trust and commitment of Plote to the Village and its people?
President Dhamer called for a five minute recess.
When the meeting resumed President Dhamer asked that the agenda change a little and that Board now discuss the Gazebo Reconstruction.
Gazebo Reconstruction:
President Dhamer stated that the gazebo came down because it was dangerous and it is going to be replaced. He then asked if anyone wished to address the Board regarding the gazebo.
At that time, Grace Moline, Chairperson of the McHenry Historical Sites Committee, addressed the Board stating that the gazebo was deemed an historic site about 11/2 years ago. She then asked the Board the following questions:
When was the problem first noticed?
When the problem was noticed why wasn't it asked how can we preserve the gazebo?
Why weren't efforts made to try to restore it?
Why were they not contacted as to how to go about restoring and preserving the gazebo?
Who were the people who made the decision?
Ms. Moline then made the comment that it was most shocking and how did it slip by so quietly? She then said the next step, as the chair¬ man of the Historic Sites Committee, will be to go before the Executive Board of the Historical Society and request that they rescind the plaque.
President Dhamer then stated that this was no secjet and it was published in the Herald. The Village also had a golf outing to raise money to restore it. The Village knew that it was rotting and dangerous as early as January 1992. The safety factor was also important. The sides were coming out and the Village felt there was no way of saving it.
Trustee Shamhart stated that the cost of restoration was too high. He then showed the actual beam which was hollowed out. The roof was balanced and not supported.

T.L.C. Preschool Celebrate Christmas

New Law Helps Prevent Accidents In Bad Weather
Many motorists aren't aware of a new law which requires drivers to turn their head¬ lights on whenever bad weather windshield wipers, that went windshield wipers that goes into effect Jan. 1, 1994.
In bad weather it's often hard to see oncoming cars if
they don't have their lights on. The law will require the use of headlights when rain, snow, fog or other conditions require the use of windshield wipers. This law is directed at making the roads safer and preventing accidents.
