VILLAGE BOARD MINUTES
The regular meeiing of the Village Board of Trustees was held In the Board Room of fhe Village 'Hall on January 5, 1978 and the President brought same to order at 8:00 P.M
The following were present: President Enstrom, Trustees Stroupe. Ackman, Lohneis, Mercer, and Eisenmenger. Also attending were Attorney Caldwell, Mr. Schwegel of Baxter and Woodman, Percy Swanson and the cahirman of the Zoning and Planning Commission.
The minytes of the previous meeting Dec. 1, 1977, were brought before the Board, and there being no additions nor .corrections, they stood approved as set out.
The next order of business was the review of the financial reports . Trustee Stroupe requested the
Clerk to check on a discrepancy in the managerial report to the treasurer's report in the Water and Sewer Cash Account. Also, the Treasurer was asked to finish the annual treasurer's report and have published as this is past due. With these exceptions, he made a motion to approve the above report, seconded by Trustee Eisenmenger, and upon roll call, all trustees voted aye and the motion carried.
The bills were spread before the trustees for their review and all were to be paid as presented with the exception of the Lester Witte invoice. Due to the lateness of the reports, the trustees advised the Clerk to withhold $375.00 of the invoice. A motion was made by Trustee Lohneis to approve all invoices with the above exception and said motion was seconded by Trustee Mercer. Upon roll call, all trustees voted aye and. the motion carried.
In connection with the
investment ot su-plus funds, thfr State Bank of hnntley advised that a Commernal Savings Account was now available which could replace the certificate cf deposit system of investment now used by the village. It was [rfoted th.ji C'v^lnterest would be ipaid quarterly and that Interest 'would be earned from day of deposit to day of withdrawal. Trustee Stroupe recommended that the Clerk switch the funds to a Commercial Savings Account so that monies can be made thoroughly invested and withdrawn at lime of need. This was put into the form of a motion authorizing the Clerk to do so. with a Resolution to be drawn by the attorney, said moiion seconded by Trustee Lohneis Upon roll call, all trustees voted aye and the motion carried.
President Enstrom then called on Mr. Vernon Brunschon who gave a summary of a letter received in regard to a stop and go light at the intersection of Rt. 47 and Main St. It was noted that this has been requested for several years The Dept. of Transportation has deemed it justifiable tor a traffic light to be installed at this point with the costs as follows; Overall cost: $61,000 (Includes a fire preemption that must be installed). Participation to be as: State: $46,600, Village: $9,000, Fire Dept., $6,000. A motion was made by Trustee Stroupe, seconded by Trustee Lohneis, to approve of this action but requested fhat fhe "left turn on green arrow" stipulation be asked. Upon roll call, all trustees voted aye and the motion carried. President Enstrom then tabled this discussion pending the arrival of the Fire Chief for the fire department's reaction to this matter.
In the meantime. Mr. Schwegel recommended that a rebid be made for the influent sewer as soon as possible (by the March meeting), tt was noted that the former bidding was turned down. A motion was made by Trustee Ackman, seconded by Trustee Eisenmenger, to advertise for these bids.and upon roll call, all trustees voted aye and the motion carried,
Mr. Freund then entered the meeting at this point. He announced that the fire departmet\t would have to ask for assistance regarding their share of the payment of the traffic light. (Trustee Frank then entered Into the meeting.) Trustee Stroupe Continued oti Back Page
