Minutes of the Village Board of Trustees
The Regular Meeting of the Village Board of Trustees of the Village of Huntley was held in the Board Room of the Village Hall on Thursday, August 10, 1989, and brought to order by President Dhamer at 8:00 p.m.
Present were President Dhamer, Turstees Wicke, Hoeft, Russ, Borowicz, Greve and Gow, as well as Attorney Kukla, Village Engineer Schwegel, Police Chief Rossi, Public Works Director Nimbar and Treasurer McMahon.
President Dhamer, as the first order of business, opened the Public Hearing required for the 1989-1990 Tax Levy. See separate minutes covering the hearing.
The minutes of July 17, 1989 were presented to the trustees. A motion was made by Trustee Greve, seconded by Trustee Russ, to approve the minutes as presented and upon roll call, all trustees voted aye and the motion carried.
The current expenses were examined by the trustees. A motion was made by Trustee Hoeft, seconded by Trustee Russ, to authorize payment of same and upon roll call, all trustees voted aye, the motion carried, and a listing of said bills is attached hereto.
President Dhamer, at this time, introduced a Mr. Randy Stowe who was at the meeting to speak on the McHenry County Groundwater Protection Act. He spoke on possible threats to the water supply system, insuring future zoning in regarding the water supply and regulated activities of the Act.
Next, Ralph Hardy, on behalf of James Hilbert, came to the Board table to ask approval for a variance for front footage of Mr. Hilbert's property at 12002 West Main Street so three lots can be developed on the site. He explained that they had been before the Planning and Zoning at various times for the past 12 or 13 months. Trustees had many questions regarding the property and Attorney Kukla advised that a conceptual plan approval of Lots 1, 2 and 3 as presented could be made but not to grant a variance on a lot that doesn't exist. Thereafter, Turstee Hoeft made a motion to grant approval to accept the conceptual plan only as to the subdivision of the land of Lots 1, 2 and 3 as presented. Trustee Greve seconded the motion, and asked that roll be taken in order of the motion. Roll noted: Hoeft, nay; Greve, nay; Borowicz, nay; Russ, nay; Wicke, nay; and Gow, nay. Motion denied.
The President called for public comments and there being none, moved on to the next order of business. Committee reports were next on the agenda: Police: Trustee Borowicz had nothing to report at this time. Insurance: Trustee Borowicz on behalf of his committee made a recommendation to change insurance carriers for health and life insurance from Travelers Insurance to Benefit Trust. He felt better service and better premiums could be had from Benefit Trust; he then made this into the form of a motion. Trustee Gow seconded the motion and upon roll call, all trustees voted aye and the motion carried. Trustee Borowicz advised that Benefit Trust will give information to all employees.
Sewer/Water: Trustee Hoeft questioned the sewer treatment plant loan. Attorney Kukla recommended that the Board adopt a Resolution authorizing the President and Clerk to execute the agreement between the Village of Huntley and Dean Foods, subject to Baxter and Woodman's review of same. (Schedule C). Trustee Hoeft made a motion to this effect, seconded by Trustee Greve. Upon roll call, all trustees voted aye and the motion carried. Trustee Hoeft reported on Well #6 in that it should be on line . Al week; the invoice covering a $9251.00 from Layne Western. He Celt that from the next committee meeting a recommendation will be made with what should be done to Well #5. Baxter and Woodman is to continually test the BOC's on Well #4.
He also spoke on the purchase of a new Public Works truck. He reported on a Ford 4x4 from Northwest Ford in the amount of $18,977.00. Trustee Gow made a motion to accept this proposal, seconded by Trustee Hoeft. Motion was rescinded by Trustees Hoeft and Gow and Board authorized Trustee Hoeft to advertise for sealed bids to be accepted to 5:00 p.m. on September 12, 1989.
Next the Board asked if there had been any bids for the 1982 4-door Ford sedan squad car. Mr. Michael Campbell's bid if $35.00 was still firm per Mr. Nimbar. Thereafter, a motion was made by

Hearing Establishes Boundaries for Library District
A hearing held before Judge Henry Cowlin at the McHenry County Courthouse in Woodstock on August 29 formally established the boundaries of the proposed Huntley Library District. Attending from the Huntley Library District Committee were Hazel Kloempken, Fran Borhart, Dan Kern, Frances Sheets, Karen Kohley, and attorney Robert Smith.
In their second bid to secure more land for the Algonquin Area Library District, Algonquin was successful. Huntley's original "school district" boundaries which the library district wanted to follow had to "be amended. The new boundaries will exclude the far eastern  portion of the Huntley School District consisting of several farms and the new development of Boulder Ridge. This second area is approximately 4 times larger than the first section the Algonquin Area Library annexed in the spring of 1988.
The library referendum will appear on the November ballot so that residents may elect to have their own library rather than becoming part of an adjoining one.
The office of the Huntley Farmside will be closed on Labor Day, Monday September 4.

The Huntley Parent-Teacher Organization welcomes the 1989-90 staff with a breakfast in the school cafeteria.
The Huntley PTO was "Puttin' on the Ritz" this year for the all-staff Welcome Back Breakfast on Thursday, August 24th.
Everyone thoroughly enjoyed the delicious extravaganza. It took a lot of effort by Chairman Cheryl Lawrence, Pam Morzos, Sheryl Stier, and team work by all who helped make this occasion a success.
Co-President Dottie Ross wants to thank all the ladies who brought in baked goods; to acknowledge Steve Morzos for donating all the eggs needed as a 4-H project; Cheryl Lawrence for her apron design and Pam Morzos and Mavis Conrad for putting the aprons together; and Sheryl Stier for the unique "Top Hats ii Balloon" center¬ pieces.
5th Grade
Superintendent Dr. Bunt commented that the affair resembled one of Chicago's finest restaurants with the black and white attire worn by the gals while serving coffee and juices from the silver urns and pitchers, brought in by PTO members. Cheryl Ravagnie, Loretta Lane, Donna Heavey and the PTO officers served that day.
The staff was delighted with everything, as well as the apple magnet gifts given to them by the PTO. The group was ready to start the year off after a great welcome was had by all.
PTO officers for the 1989-90 school year are: Dottie Ross and Karen Wolf as Co-Presidents. Laurie Norris and Cheryl Lawrence as Co- Vice Presidents. Janet Beth and Kathy Lincoln as Secretaries and Pam Morzos as Treasurer.
Moves Outback
Huntley is growing — and so is its population. Of course, along with this growth comes overcrowdedness in the schools. Since a new school is out of the question this year, the next best thing to alleviate the overcrowdedness are mobile school units.
The 5th grade classes of Huntley Grade School moved into the mobile units (located on the west side of the school), the first day of school, August 25th.
The students and teachers are looking forward to a unique year in the mobile units "outback".
