With the help of Taylor Stump & Tree and E&M Electric, the Village of Huntley is "beginning to look alot like Christmas!"
Over 500 turned out for the Windy City Pro Wrestling Match last weekend at Huntley Hight School. The event was sponsored by Huntley Lions.
The Regular Meeting of the Village Board of Trustees was held Thursday, Oct. 8, 1992, in the Board Room of the Village Hall and called to order by the President at 8pm.
Present for this meeting were President Dhamer, Trustees Sheehan, Borowicz, Russ, Hoeft and Gow with Trustee Becker being absent. Also attending were Attorney Siverson, Building Inspector Ehrke, Police Chief Rossi and Public Works Director Schwartz.
The first order of business was the presentation of the September 10, 1992 Regular Meeting minutes. Trustee Gow made a motion to approve these minutes as presented, seconded by Trustee Russ, roll noted all ayes and motion carried.
Next, the Special Meeting minutes of September 24, 1992 were presented. Trustee Russ made a motion to approve as presented, seconded by Trustee Gow. Trustee Sheehan asked that the word "response" in the second to last line of first page be corrected to read "responsibility" and thereafter Trustee Russ asked that his motion be amended to show correction, which Trustee Gow seconded. Roll noted all ayes and motion carried.
Trustee Becker entered the meeting at this point.
President Dhamer called for action on the bill list as set out. Trustee Borowicz questioned the attorney's bill in the amount of $21,600.00 The President explained that $16,000.00 of this was for the hearings and it was asked that this be broken down in more detail. The Trustees also asked that copies of the attorney's bill & engineering
bill be submitted to them in their packets prior to meeting for their review. They noted this had previously been requested and done but then ceased. Trustee Sheehan made a motion to accept the bill list
for payment, seconded by Trustee Gow, roll noted all ayes and the motion carried.
The Treasurer's Report was next for the Board's review. The President and Board noted that the new format needed to be explained by the Treasurer and thereafter Trustee Gow made a motion to table approval at a later date. Trustee Hoeft stated that he knew it was difficult to have before the meeting but wanted more time to study before giving approval.
President Dhamer announced that the Prime first install¬ ment of annexation agreement which was next item on agenda had been taken care of previously.
He also stated the TIF Prime request for public hearing has been set for November 18 with another review set for October 21st. The Wing Pointe PUD was discussed regarding PE capacity and time frame of the agreement. Attorney Siverson was questioned as to extending same and he advised, if find good cause, can extend three years after the initial two years. Thereafter, Trustee Hoeft made a motion to extend special use PUD of Wing Pointe project for one more year and to predate to September 13, 1990. Trustee Becker seconded. Discussion followed in which Trustee Sheehan questioned the sewer capacity and commitments and the developing of some type of plan with all variables. Trustee Hoeft felt this should be discussed in greater detail and will set a committee meeting date later in this meeting. Trustee Sheehan questioned if the Village was committed to extra capacity and the attorney stated commitment is for 197,000 gallons only. Thereafter, roll noted all ayes with the exception of Trustee Borowicz, who voted nay and the motion carried.
The next item on the
corrected Agenda listing was the OTR Tire matter. Trustee Hoeft addressed this by stating that the Board is in agreement that all industry will have a sampling manhole. President Dhamer noted this matter will come up again in committee.
Attorney Siverson reported the following:
- Subdivision Ordinance changes: He submitted new pages, #26 and #68, to the Board. A lengthy discussion followed regarding the developer donation portion of this ordinance. Trustee Sheehan again reiterated on his feelings regarding the negotiations and respons¬ ibilities of the entitites. Discussion took place regarding disbursement of the donations, structure of the ordinance and liabilities. Trustee Becker questioned school negotiations on areas outside of the Village which cannot be controlled. Trustee Russ spoke regarding control over use of donation and keeping track of same. More discussion occurred at length and thereafter Trustee Hoeft made a motion to table this matter to committee meeting.
- Village Engineer Schwegel explained the two pages distributed earlier were mainly to make typographical corrections. Trustee Russ questioned the Wetlands Ordinance and Attorney Siverson advised he did not have with him at this time. He said the consideration was for the changes on the two pages and Trustee Hoeft then made a motion to adopt the changes on Pages 26 and 68 in the Sub¬ division Ordinance, seconded by Trustee Russ. Roll noted
all ayes and motion carried.
