Village Board Met In March
Pre-Teen Queen Of Huntley Ends Reign
All Village Board minutes are unofficial and are subject to review and approval at the next regularly scheduled meeting of the Board of Trustees.
Present were President Dhamer, Trustees Russ, Hoeft, Gow, Borowicz, Sheehan and Becker. Also in attendance were Village Administrator Krauss, Village Attorney Kukla, Village Engineer Schwegel, Police Chief Rossi and Building Inspector Ehrke.
The first order of business was the review of the Feb. 13, 1992 Regular Meeting minutes. Trustee Borowicz asked that they be corrected to read that he voted nay on the adoption of the Resolution Authorizing the Execution of an Intergovern¬ mental Agreement between the Village of Huntley and the McHenry County Emergency Telephone Systems Board. Thereafter, a motion was made by Trustee Sheehan, seconded by Trustee Russ, to approve the minutes as corrected. Roll noted all ayes and the motion carried.
Next, the bill review was before the Board for examination. Trustee Gow questioned the salt buy and Village Administrator Krauss explained this is a coopera¬ tive purchase program and was part of the annual estimation and that the Village is required to purchase a certain amount. Trustee Gow made a motion to approve payment of all bills listed, seconded by Trustee Russ. All trustees voted aye and motion carried.
Trustee Gow, in the review of the submitted Treasurer's Report, questioned fund balances and President Dhamer advised a Finance Committee meeting will be set up to discuss this and other matters. Trustee Gow then made a motion to accept the Treasurer's Report as submitted, seconded by Trustee Becker, roll noted all ayes and motion carried.
President Dhamer read Ms. Keesling's resignation from the Zoning Board of Appeals due to relocation and he and the Board expressed their appreciation
for her service to the Zoning Board of Appeals. President Dhamer introduced Craig Rosenorm of 10616 Michael and thereafter, appointed him to replace Ms. Keesling. Trustee Hoeft made a motion to accept the President's appointment of Mr. Rosenorm, seconded by Trustee Russ. Roll noted all ayes and the motion carried.
Village Administrator Krauss reported the following;
1) Discussed the Land Use Opinion from the Kane DuPage County Soil and Water Conservation District which he had received from the Prime Group. He asked the Board to include this in their Prime Group Annexation packets.
2) Received letter from Woodcreek Townhome Associa¬ tion giving an easement commitment for the fire hydrant to be installed noting this has been pending for some time and he has started proceedings necessary.
3) On March 3, 1992 bids were opened for the water tower dismantling noting low bidder being U.S. Dismantlement Corp. in the amount of $9,800.00. Also submitted were two bids from Franks Welding, $14,917 and $25,102. Discussion followed regarding this amount being' over current budget and that project should be rebid after setting next year's budget. Thereafter, Trustee Sheehan made a motion to reject all bids, seconded by Trustee Hoeft. Roll noted all ayes, motion carried and this will again be put out for bids in
the 1992-1993 fiscal year.
Trustee Borowicz questioned Mr. Krauss as to the cost to revise the Subdivision Ordin¬ ance recently finished and Mr. Krauss advised that the amount was $12,626.00 which does not include the paper and binders.
Attorney Kukla spoke on his memo to President Dhamer in re the Village's F P A Amendment, copy of his memo is on file. He summarized the NIPC meeting and objections raised. After answering questions raised by the Board, he stated that he, Mr. Krauss and Mr. Schwegel
were to meet with the Prime Group to discuss the alternatives he suggested.
Village Engineer Schwegel in an advisory only spoke on Storm Water Management noting a section of the Subdivision Ordinance that deals with storm water drainage will have to be submitted by the Village to IDOT, Division of Water Resources, and will need to get approval from State with an ordinance being necessary for Village to take over control but the first step will be the submittal.
He brought the final pay submittal for Seagren and Shales which hadbeen prepared as a result of the Committee of the Whole meeting consensus, this amount being $60,000. This was a negotiated figure of engineering costs resulting beyond completion date. Trustee Hoeft made a motion to make this final payout of $60,000. Trustee Borowicz questioned the change orders and time frames. Thereafter, Trustee Russ seconded. Roll noted: Sheehan, aye; Hoeft, aye; Gow, nay; Borowicz, nay; Becker, aye and Russ, aye. Motion carried.
Trustee Borowicz questioned the Subdivision Ordinance change noting spacing on manholes was 300 feet but when he received the last revision, copy had been changed to 400 feet. Mr. Schwegel informed him that the 400 feet was a maximum spacing and that plans would have to be reviewed each time. Trustee Gow questioned the Water Rate Study and was advised that Baxter and Woodman was just starting and Mr. Krauss was gathering additional information for them.
President Dhamer called for Public Comments:
Trustee Gow advised he had called 669-2131 and had rung 12 times. Asked if the office could transfer to Police Department and Police Chief Rossi stated this was not feasible and that County handles calls when no one is in the station. Fire Chief Veath reported on

Jamie Marshall of Huntley has enjoyed some special moments as Illinois State Pre-Teen Queen, including posing with Beverly Hills 90210 star, Ian Ziering. Jamie Marshall will be crowning the new queen at the annual pageant this Sunday at Holiday Inn in Elgin.
Volunteer Teachers Wanted For School Mini Lessons

During the latter part of April, and into May, Mini-Lessons will be offered to the Huntley Jr. High students. These Mini-Lessons will involve various types of demonstrations or hands-on activities. The lessons will be during the school day's 9th hour advisory period for approximately 45 minutes.
Several staff members have already volunteered their time to demonstrate or provide a hands-on activity for the students. Teaching magic tricks and making baskets are just a few of the activities planned.
More volunteers are needed to share their interests or hobbies with the students. If you or anyone you know would like to share a hobby or interest of some kind, please don't hesitate to contact Mrs. Wickline or Huntley Jr. High at 669-5108. Please notify the school by April 16th for participation in the Mini-Lesson program.
Tentative dates set for these Mini-Lessons are: April 24, May 1, 15 and 22. The time period runs 2:20-3:09pm. If more time is needed, it can be arranged.
Time To Register For Kindergarten
Kindergarten registration and sign up for pre-school screening appointments will be held at the Huntley Grade School Friday, April 10, from 8:00 a.m. to 3:00 p.m.
Any child living within Huntley School District #158, who will be 6 years old by Sept. 1, 1992, may register for the 92/93 kindergarten class. Bring your child's birth certificate with you.

Parents receive information about their child's development to aid in early detection of delays. Appointments for pre-school screening will be made April 10th. There is no charge.
