Huntley left port and sailed into the warm tropical sunset, as the annual Fashion Show got underway. First, the lastest in casual wear from Lenhart's Apparel was modeled by music students and moms. After a short break, formal fashions from Amy's Formal Wear were modeled by beautiful young women and handsome gents. Lots of door prizes were given away and our silent auction had many bids on beautiful items. Prudy Cole did a wonderful job as the evening's Emcee. We thank everyone who attended. Viiiage, HFPD Make TIF Agreement By Tracey Schwartz Last Monday morning, the Village of Huntley and the Huntley Fire Protection District held a joint press conference announcing a proposed agreement between the two taxing bodies that would allow access of additional tax increment funds to the HFPD in the Prime Group development project. Prime Group plans to develop a master-planned community on 2,650 acres recently annexed to Huntley. Part of the project will include 900 acres to be developed commercially under a TIF (tax increment financing) District. Currently the HFPD will receive $100,000 from the proceeds of the Prime Group's first bond sale and then would not receive funds from the TIF District until approximately year 15 of the projected 23 year build-out of the development. According to the the Village and HFPD if the project develops faster than 23 years as anticipated by the Prime Group then more tax dollars would be generated than necessary to retire the bonds. The joint agreement allows for part of the excess funds to go to the HFPD. HFPD President Nick Petropolus made the following statement. "Because of the size of the buildings and complexity of the proposed Prime Development, the Huntley Fire Protection District has been concerned about the impact of the development on its ability to provide fire protection and life safety to the TIF area. "... With the adoption of the Redevelopment Agreement and Bond Ordinance, I directed Thomas Zanck, of the law firm of Militello, Zanck & Coen, to determine if there was a way monies could be made available to the fire protection district from any funds prior to the retirement of the bonds. After a great deal of research, he has advised the fire protection district that since the mandatory bond reduction is only applicable as long as Kemper is holding the initial bonds and since Kemper wishes to divest itself of the bonds as soon as possible, there is the possibility that incremental taxes could be available. "Upon reviewing further information, we have deter¬ mined that if the property develops as projected by the Prime Group, and since the ' mandatory redemption feature of the bonds does not extend to future bond purchases, additional incremental taxes may be deposited in excess of the debt service account, thereby making funds available for other purposes within the redevelopment plan. "Upon discovering this fact, I began to work with Village President James Dhamer, to seek an agreement that would address the needs of the Village of Huntley, Huntley Fire Protection District and the Prime Group. We agree if the development does not occur, there will be no need for the expenditure of the funds. Roll noted present: President Dhamer, Trustees Russ, Borowicz, Gow, Hoeft, Sheehan and Becker, as well as Village Administrator Nelis, Village Attorney Kukla and Village Engineer Schwegel. Also attending were Police Chief Rossi, Building Inspector Ehrke and Public Works Director Schwartz. The first order of business was action on minutes as set out below: -February 11, 1993 Regular Meeting: A motion was made by Trustee Russ, seconded by Trustee Gow, to accept as presented. However, Trustee Hoeft asked that an addition be made to Page Four in which Mr. Mercuri was "dumping illegally", after which roll noted all ayes to the motion which was amended to Trustee Hoeft's correction and motion carried. -Special Meeting February 25, 1993: A motion was made by Trustee Russ, seconded by Trustee Sheehan, to approve of the minutes as presented. Roll noted all ayes and the motion carried. -Committee of the Whole Meeting February 25, 1993: Trustee Becker made a motion to approve of these minutes as presented, seconded by Trustee Russ. Roll noted all ayes and the motion carried. The March 6, 1993 Special Meeting was approved by motion by Trustee Becker, seconded by Trustee Hoeft, roll noted all ayes and the motion carried.
