As to the loss of revenaa from RSioon licenses, and its effect on the finances of the city, we sre better off now than at any time daring; the reign of the saloon. '1^ license fee was S2,000, and we usually had six or seven sa¬ loons, raakine a revenue of $12,- 000 to $14,000.
With rU this revenue the admin¬ istration thst went out of ofBce in Msy, 1905, left sn empty trea8ur,y and outstanding orders snd claims smounting to thousands of dollars, besides s bonded debt of |17,000, of which we hsve since psid off 16,000, snd interest to the amount of $2,000.
We have practical rational econ¬ omy, but hsve not cut off sny nec- eesary expense. On the other hand we have sdded fifteen large street lamps st a cost of $985 s yesr. We hsve several miles of new streets to grade snd keep up. We hsve paved seven streets, of which the city pays for the inter¬ sections, and hsve constructed sn outlet sewer on which the city psid s smsll percentage of the cost. We hsve maintained a Car¬ negie library st an snnual expense of |1,50C, this having just been j^uplqted when we took offipe. ' (Tn account of increased duties, the salaries of most of the city of¬ ficers hsve been incressed.
All of the foregoing is sddition- sl to the burden carried by form¬ er sdministrations. And our treasury is never empty.
As sn example of the economiz¬ ing we have done, we have brought tbe coat of our brick paving down
to $1.60 s square yard; the sver- age cost in surrounding towns is Kl. So, on the $70,864 expended for paving, we have effected a sav¬ ing of $23,621, of which the city snd the property owners shsre tbe benefit.
Is it good business? This ques- hss been snswered by our business men themselves. A stranger who wss looking up this psrt of the problem interviewed the mer¬ chants snd other business men of the town, taking them just as they came, not hsving sny previous intimation of. sny iudividusl's views. He banded esrh man this written statement:
"We, the undereigned business men of Mt. Vernon, III., tbink tbe best interest of the city is served without saloons. Our city is in a ver.y prosperous condition, and we are not likeiy to have sa¬ loons again soon. We tnink the general business of the city hss in¬ creased under tbe no-Jicense sys¬ tem."
Sixt.v Mt. Vernon business men signed that statement, which was dated October 3, 1907. Only one man who wss given the opportun- it.v refused his signature, as I re¬ member it. He was a clerk. His employer signed it.
Many of our citizens who were formerly licensed men are now strong supportera of the snti-ss- loon policy. Among these sre two ex-msyora (both elected ss li¬ cense candidates), newspaper and real estate men, grocers, politi¬ cians, lawyers, doctors, bankere, the sheriff, the city marshal, the state's attorney aud the city attor¬ ney, snd s good number of labor¬ ing men.
Ihe laboring men, by the way, aro buying homes now instead of liquor. Twenty-three new addi¬ tions to the city have been laid out, putting 800 building lots on the market Five hundred of these lots bave been sold to work¬ ing men for homes. This would not hsve been   possible in   ssloon
times.
Morally the town is fsr snd away better thsn 'ever before. Several terms of the Circnit Coart have been held without s criminal esse on the docket, snd JudsM Newlin snd Pierce attribute mis condition to tbe sbsence of sslooDS from the county.
Oar people sre prond of their city.
In 1905 the msjority sgsinst li¬ cense was 20; in 1906 it wss 171; in 1907 it was 417. We are ex¬ pecting it to be double tbst st the coming election.
