George J. Price, the new Mayor took Ills chair. James McGregor was chosen temporary clerk, after which he roll was called. All members be- ng present except t^ommlssloner Pet- It who was unavoidably absent. The bonds of the Mayor and Oimmisslon- ers were read and approved. Appli¬ cations for the various appointments were read. James McGregor was elected as clerk for the ensuing year: R. R. Foster, treasurer; M. G. Dur¬ land, as city collector: John Fisher, confirmed as cemetery Sexton and Neal Tatman temporarily continued as marshal.
Tne commissioners Informally dis¬ cussed several Important iiuestlons, but decided to defer action until Wednesday evening. It Is stated that the linal assignments of com¬ missioners for the various depart- naent« and appointment of other per¬ manent otticers will be deferred until the next regular meeting Monday. May 10th.
Great interest was shown In the closing priK-eedlngs of the old coun¬ cil and proceedings of the new com¬ mission. About seventy live of the business men of Flora were present during the entire evening. The new Commission will meet each week. All proceedings will be given publicity as provided for under tlie Commission form of government.
The Commission will as soon as possible ascertain the linancial con¬ dition of the city wlilch will be llshed Until this Is done the mission will prix-eed witii care keep expenditures-down to the est minimum.

Personal Leadership
A National Republican publicity bureau has lieen organized in Wash¬ ington, I). C., the avowed purpose of which Is the propagation of doctrines held by that party on entirely Im¬ personal lines. The welfare of the party, rather than the Interests of anybody In the party. Is to receive Hrst and, for the present at least, ex¬ clusive attention. In other words, the organization Is to promote an ed¬ ucational campaign having to do with measures rather than with men. It wouldseem from the attitude of those prominent in this undertaking that Instead of seeking as has been the custom, some person who will pre¬ sumably bring strength to tli.e Re¬ publican party, they propose to make the party Itself the dominant force, and Its nominees simply Instruments for the carrying out of its politics. Leadersiilp, In other words, will be less sought than loyalty to those po¬ litical and economic Ideas that dif¬ ferentiate tlie Republican from the other great parties.
It will not follow from this, of course, that less attention than for¬ merly wlil be given to tl.e quality of men chosen to stand f'.ir the party be¬ fore the electorate. While men that are "bigger than their party" will not be sought, men that will be a credit to It will be In as great demand as ever. The movement Is In the nature of a revolt against the idea of the In¬ dividual leader, a return to the fun¬ damental Idea that the party gov¬ erns rather than the person.
