Office of the Illinois State Treasurer
Judy Baar Topinka
Request for Proposals
Web Hosting Services
October 15, 2003
1.0 Introduction
The Illinois State Treasurer's Office is requesting proposals for Web hosting services.
The office has several Web sites; however, the CashDash.net site is of particular interest because of
the high traffic volume. The number and the nature of Web sites are periodically changed to meet
current needs, so the office is looking for a flexible hosting environment and pricing plan.
The Treasurer plans to contract with the vendor to provide these services for an initial period of two
years.
Upon expiration of this term, the Treasurer, in her discretion, may elect to extend the relationship
for a period of time with terms agreed upon by the parties, consistent with Procurement
Regulations.
The following paragraphs characterize some of the Web sites. Statistical information is available
only for the CashDash.net Web site and only for a limited time period.
1.1 Overview: CashDash.Net
This site allows the public to make online queries to determine if they have misplaced assets that
have been turned over for safe keeping to the Unclaimed Property division of the Illinois State
Treasurer. Visits to this site average 10 to 15 minutes because users often research various names.
Search capabilities are provided using Active Server Pages that execute simple queries against a
200MB SQL Server 2000 database containing approximately 1.3 million records. This database
may double in size in the future. The CashDash.net Web site also permits users to download
various forms in PDF and Word format. At this point, no data is collected on the Web server for
this site, although this may change in the future.
There are approximately 2,100 files in this Web site consuming a total of 207MB of disk space.
This includes the various forms and documents that are downloadable by the public.
