Internal Venture Capital Consultant

I. Need for Services:
The Illinois General Assembly enacted the Technology Development Act (30 ILCS 265/1 et
seq.) to encourage technology development in the State of Illinois. The purpose of the Act is to
attract, assist, and retain quality technology businesses in Illinois. The Technology Development
Act (“Act”) allows the State Treasurer (“Treasurer”) to segregate a portion of the Treasurer's
investment portfolio, that at no time shall be greater than 1% of the portfolio, in the Technology
Development Account, an account that shall be maintained separately and apart from other
moneys invested by the Treasurer. The creation of the Technology Development Account will
allow the State to bring together, and add to, Illinois' rich science, technology, and business
communities. In order for the Treasurer to carry out her duties under the Act, the Treasurer is
seeking an individual to serve as an Internal Venture Capital Consultant to utilize his or her
expertise in developing, implementing and administering a Venture Capital Program
(“Program”). The Internal Venture Capital Consultant will consult the Treasurer on the
development and the internal daily operations of the Program. The Internal Venture Capital
Consultant is distinct from an External Investment Advisor who will provide services including
asset allocation and investment recommendations once the Program is in place. All proposals and
services performed must be in accordance with the Act.
II. Project Term:
The Treasurer will require these services for a period of one year. The Treasurer, in her sole
discretion, may exercise her right to renew these services for two independent additional one
year periods as is permitted by the Treasurer’s Procurement Code (44 IL ADC 1400).
III. Contents of Responses:
Each response must contain the following:
A. A cover letter with the following information:
1. The name, address, e-mail address (if available) and telephone number of the person
or persons available for contact concerning your response and who is authorized to
make representations on behalf of you or your organization.
