Illinois Advancements in Reliable, Cost-Effective Vehicle Emissions Testing
Under the leadership of Governor
Blagojevich, Illinois is at the forefront of
adopting advances in vehicle emissions
testing, including OBD testing, while
adhering to its goal of designing and
implementing cost-effective strategies
to meet our clean air goals. Due to the
rapidly increasing share of 1996 and
newer vehicles in Illinois’ testing areas,
Illinois adopted a law in 2005 which
directs future testing to be performed
exclusively on these newer vehicles.
Pursuant to this directive, Illinois

Illinois EPA Implements License Plate Renewal-
Based Enforcement of Emissions Inspection in
Chicago and Metro-East Areas

implement i ng a cha nge i n t he
enforcement for the vehicle emissions
testing program. Beginning January
2008, per Public Act 94-0848, vehicles
must pass an emissions test or otherwise
comply with the Illinois Inspection
Law before the vehicle’s registration
and license plates can be renewed.
Previously, the program was enforced
through the suspension of drivers’
licenses and vehicle registration (license
plates).
You may have noticed changes to test
dates after vehicles passed recent tests.
Test dates are now being tied to vehicle
registration dates. As this process is
implemented during the next couple
(even model year vehicles during even
calendar years, and odd model year
vehicles during odd calendar years).

years, the time between the most recent
test and the next scheduled test may be
lengthened or shortened. Generally,
vehicles will still be tested every 2 years
of $6.95 per test for the new, OBD-based
testing program, drastically
reduced from the approximately $21.00
per test fee pa id before I l l inois
eliminated traditional exhaust-pipe
based testing. When the new program
is implemented, yearly testing costs
will be reduced from approximately
$ 42 ,0 0 0,0 0 0 to approx ima t el y
$13,000,000 - $15,000,000.
