Investment Consultant for “Bright Start” Program
June 13, 2003
1.0 Required Services:
An investment consultant (“Consultant”) is needed to conduct performance reviews of
the funds that make up the Treasurer’s “Bright Start” College Savings Program managed
by Citigroup Global Assets, Inc. The Consultant is needed to oversee the program, attend
monthly meetings, submit quarterly reports and to make recommendations to the
Treasurer regarding investment returns, which will enhance the attractiveness of the
program to potential investors. The Consultant will compile the returns of seven mutual
funds, the All Equity Funds, the All Fixed Funds, the Principal Protection Income
Portfolio and any other funds included in the College Savings Program. The Consultant
will conduct a thorough analysis on each fund and communicate with Citigroup Global
Assets, Inc. about the objectives and management of the funds.
2.0 Project Term:
July 1, 2003 through June 30, 2005 with up to two-year option to renew exercised solely
at the Treasurer's discretion.
3.0 Review of Work:
After the Consultant submits its quarterly reports, a member of the Treasurer’s staff will
conduct a review of the services performed. The contract may be terminated if review
reveals that the Consultant is not adequately meeting the Treasurer’s objectives detailed
in the Agreement.
4.0 Skills and Desirable Knowledge:
The Consultant should have expertise in client counseling, portfolio management and
management and evaluation of equity mutual funds and bond mutual funds. The
Consultant should possess a strong investment track record and comprehensive risk
management skills.
5.0 Mandatory Requirements:
5.1 The response must be accompanied by a transmittal letter that designates the name,
address and telephone number of the person or persons available for contact
concerning the response and who are authorized to make representations on behalf
