Property Tax Appeal Board Meeting
Held on December 13, 2011
Des Plaines, Illinois
1. ROLL CALL: Chairman Crist; Jim Bilotta; Kevin Freeman; Mickey Goral (via conference call); and Mauro Glorioso.
STAFF: Louis G. Apostol, JD, CAE, Executive Director;
Steve Waggoner, JD, Chief Hearing Officer
Dianne Lerman, Recording Secretary
Chairman Crist convened the meeting at 9:30 a.m.
Mr. Glorioso moved for Mr. Goral to participate in the meeting by conference phone. Mr. Bilotta seconded the Motion and it carried 4-0.
2. Approval of the Board Minutes for the November 8, 2011 Meeting:
Mr. Bilotta moved to accept the Board Minutes of November 8, 2011 as presented. Mr. Glorioso seconded the Motion and it carried 5-0.
3. Executive Director’s Report:
Mr. Apostol presented an update on the FY 2012 Budget and proposed FY 2013 budgets. He reported that PTAB remains under budget through November. He further reported that all replacement IT equipment and copiers have been installed and was able to access additional furniture through the State of Illinois surplus program. Mr. Apostol reported that the proposed FY 2013 budget is lean with a minimal increase from FY 2012.
Mr. Apostol reported the 3K Vacancy Program has concluded and he will move forward to recruit replacement hearing officer and clerical staff to address the significant increase in new appeal filings and the current workload. He further reported that all job descriptions and ePARS have been submitted to CMS for review and processing. He reported that PTAB will continue to utilize 75-day contract staff
