1. ROLL CALL: Present: Carlos Montoya, Chairman; Michael Goral; Kevin Freeman;
Walter Gorski; Mauro Glorioso

Chairman Montoya convened the meeting at 9:30 a.m.
2. Approval of the Board Minutes for the February Meeting:
Mr. Glorioso moved that the Executive Director's Report be amended to specify the
Personal Property Tax Replacement Fund as the special fund for FY 2010. Mr. Gorski
moved to approve the February 10, 2009 minutes as amended. Mr. Glorioso seconded
the motion and it carried unanimously.
3. Executive Director Report:
Chairman Montoya and Mr. Apostol met with the Civic Federation on February 25th.
The Civic Federation is concerned that the monies collected from filing fees will not be
retained by PTAB. They suggested that PTAB submit an amended budget requesting
more money in lieu of moving forward with the filing fee initiative. Mr. Apostol will
submit an amended budget reflecting an increase of 1.2 million dollars. The filing fee
initiative will continue with JCAR review.
Mr. Apostol reported the Springfield Office experienced water damage due to broken
pipes. Evans Disaster Restoration recovered 99% of the files that were affected.
While in Springfield, Mr. Apostol stopped by Senators Harmon, Viverito, DeLeo and
Cullerton's offices. He met with Senate staff and reviewed the filing fee proposal. Staff
recommended it would be advisable to increase the PTAB budget in lieu of charging
filing fees due to projected administrative, staffing and related fiduciary issues.
