Custodial Accounting, Brokerage and Trading Services
for the Unclaimed Property Division

A. Introduction:
The Uniform Disposition of Unclaimed Property Act (“Act”) requires the remittance of
abandoned securities and commodities to the Illinois State Treasurer’s Office (“Treasurer”). In
order to process and maintain accounts for this type of property, the Treasurer issues this Request
for Proposal (“RFP”) for a custodial and brokerage firm (“Contractor”) to assist in this task. The
responsibilities of the Contractor shall include, but are not limited to, safekeeping, receipt,
research, delivery, liquidation, tracking all payments of income and corporate actions and selling
abandoned securities and commodities remitted to the Treasurer. Securities liquidated by the
Contractor will be held for the reported owner of the security, and proceeds of such liquidations
will not be reinvested by the Contractor.
The Treasurer may also elect to engage the Contractor to process claims involving securities and
commodities.
B. Project Term:
April 15, 2003 through March 31, 2004
Upon expiration of this term, the Treasurer, in her discretion, may extend this Agreement for an
additional 2 years under the same provisions contained herein.
C. Services:
1. Mandatory Duties/Responsibilities: The Contractor must furnish all labor,
materials, and resources necessary to provide the Treasurer with custodial
accounting, brokerage and trading services and must:
A. Maintain accounts for securities remitted to the Unclaimed Property Division;
B. Coordinate the receipt of securities based on instructions provided by the
Treasurer;
C. Collect and allocate all coupons, dividends and any other payments of income or
capital relating to any and all securities deposited by the Treasurer;
D. Execute sales of securities including liquidating mutual fund accounts based on
instructions provided by the Treasurer. The Contractor will be responsible for
