1. ROLL CALL: Present: Carlos Montoya, Chairman; Michael Goral; Walter Gorski;

Chairman Montoya convened the meeting at 9:35 a.m.
2. Approval of the Board Minutes for the July 14, 2009Meeting:
Chairman Montoya approved the July minutes as amended. Mr. Goral seconded the
motion and it carried unanimously.
3. Executive Director Report:
Mr. Apostol informed the Board that PTAB’s FY 2010 budget is in the Personal Property
Tax Replacement Fund. He also said all non-union employees must take 12 furlough
days before June 30, 2010. The Governor’s Office is currently negotiating with
AFSCME to include union employees.
The Springfield Office has received over 300 bins of mail that need to be docketed for tax
year 2008. This could be a substantial increase over 2007. The Illinois Department of
Professional Regulations has moved in to PTAB’s vacated space. All bids have been
submitted for construction of PTAB’s Des Plaines Offices. CMS will begin work after
approval of the final bid.
Progress has been made with the new Decision Data Import Program (DDI). This
program will reduce IT staff time in doing discrepancy checks, hearing officer’s time in
writing decisions and support staff’s time in closing the board meeting. The final
administrative decisions look more formal and professional.
