Property Tax Appeal BoardMeeting

1. ROLL CALL: Present: Carlos Montoya, Chairman; Michael Goral; Kevin Freeman;
Mauro Glorioso
Absent: Walter Gorski
STAFF: Louis Apostol, Executive Director
Eileen Castrovillari, Steve Waggoner, Laurie See
Chairman Montoya convened the meeting at 9:30 a.m.
Chairman Montoya advised the Board that he was leaving as Chairman of PTAB and
would be joining the Board of Trustees at Loyola University.
Mr. Glorioso expressed his gratitude to Chairman Montoya for his years of service. He
stated that he was delighted to have spent time working with such a professional
Chairman. Mr. Apostol added that he was pleased that Chairman Montoya was
accessible, cooperative and understanding of the operational needs of PTAB. Mr. Goral
noted that it was a pleasure working with Chairman Montoya who brought calm and
professionalism to the Board and who entered and departed with integrity.
2. Approval of the Board Minutes for the August 11, 2009Meeting:
Mr. Goral moved to accept the August minutes as amended. Mr. Glorioso seconded the
motion and it carried 3-0 with Mr. Freeman abstaining.
3. Executive Director Report:
Mr. Apostol updated the Board on the status of the FY 2010 PTAB budget. He further
stated Exempt staff members must take 12 furlough days by June 30, 2010 in an effort to
reduce operational costs. AFSCME employees will be asked to participate, but the
furlough program is still under review at this time. The Administration may have to
reduce the state work force by 2600 employees if the union does not agree to the furlough
program. This may affect current PTAB staff.
