The parties of record before the Property Tax Appeal Board are Candlelight Ridge, LLC, the appellant, by attorney William Stengel of Coyle, Gilman, Stengel, Bailey & Robertson, LLC, Rock Island, Illinois; and the Rock Island County Board of Review.
