1. ROLL CALL: Physically Present: Carlos Montoya, Chairman;
Kevin Freeman; Walter Gorski; Mauro Glorioso
Absent: Michael Goral

Chairman Montoya convened the meeting at 9:40 a.m.
2. Approval of the Board Minutes for the November Meeting:
Mr. Gorski moved to approve the minutes of the November 18,
2008 meeting. Mr. Freeman seconded the motion and it
carried unanimously.
3. Executive Director Report:
Louis advised the Board he was reviewing next year's budget
with the Office of Management & Budget. OMB is very
receptive to the filing fee initiative.
He reported he was in the process of replacing retiring
hearing officers and reassigning their caseload.
A preamble draft for the Disclosure/Financial Interest
Tracking Policy was presented to the Board for information.
A prototype was under development to meet the Board
