Quinn T. is the mother of the minor children, B.B. and A.T. On February 14, 2006, the
trial court found the minors, B.B. and A.T., neglected and entered an order adjudicating the
minors wards of the court. The State filed petitions for termination of parental rights against the
mother on behalf of each of the minor children. After finding the mother unfit as alleged in the
petitions to terminate mother’s parental rights, the trial court conducted a best interest hearing on
July 7, 2008. The court found it was in the best interest of both minor children to terminate the
mother's parental rights. Mother filed a timely notice of appeal, and the two juvenile proceedings
