Advance Payments Will Discontinue
For existing sponsors—the interim rule published September 1, 2004, entitled, Child and
Adult Care Food Program: Improving Management and Program Integrity put into effect the
provision that state agencies no longer are require to offer advance payments to
organizations. The Child and Adult Care Food Program (CACFP) regulation requires
organizations to be financially viable, which means your organization must be able to support
itself financially without this type of monthly loan. Therefore, effective with the start of the
2006 fiscal year (October 2005), advance payments will no longer be provided to
organizations. The September 2005 advance distributed at the end of August will be the last
advance organizations will receive. Waivers to receive advance payments for a longer period
of time will not be authorized.
For new sponsors—those who began CACFP during this current fiscal year (2005) or
those who will start in the future—this agency has established a policy to allow advances for
up to 12 consecutive months. After receiving the twelfth advance, the advance payment will
automatically be discontinued.
All organizations currently receiving an advance will receive written notification of this
change in April 2005

July 26—Ramada Inn, Peoria (previously the Holiday Inn I-74)
Topics covered will include the many changes in the new CACFP Federal regulations, the
requirement to complete the Annual Financial Report, the annual renewal application process,
